The works of the project started on August 20, 2014. During the
period of the project, we have evaluation and suggestion from the
Environmental Protection Department(NTPD), Administration(EPA) and
many experts. All the works of the project has been complete according to
the scheduled, the elementary results of the project explain on the
following conclusions:
(1) Permitting control
Assist elaboration "The Gravure / lithographic procedures
stationary pollution sources permitting and inspection principle"
The northern air handling industry-specific product area meeting
invited Taipei City, Taoyuan City and Keelung City, discuss the
permitting and inspection principle. We announcement the
four trade permitting and inspection principle one February ,2014.
(2) Develop the VOCs emission factors
Complete the VOCs emission factors development of the
lithographic procedures manual. To provide the NTPC as air
pollution costs to complete the project evaluation. Also complete
PU, PCB and tape trade VOCs emission factors build.
(3) Greenhouse gas emissions management
103 annual GHG inventory reporting totaled 3,845,804.907
ton. And the Taipower Linkou is the biggest emission sours of
greenhouse gas emissions, the ratio is about 65.4 percent. The
ratio of NAN YA Plastics Corporation ShuLin, NAN YA Linkou
and NAN YA Technology Corporation respectively 9.9 %, 8.7 %
and 6.3%.
(i) The installation ratio of vapor recovery system at gas stations
in New Taipei City reached to 100%. With the public concerns,
the project is focused on audit, counseling and evaluation of
control strategies for fugitive emission. The petition ratio for
forcing refueling has reduced from 11% in 2007 to 3% because
of the effort of the gas stations’ self-management and fugitive
control measures.
(ii) The project completed the PID leakage tests at 201 gas
stations, and assisted the installation of micro-pressure gauge
in Tai Ya enterprise Co., Ltd for monitoring the value of
vacuum pressure valve and gas emission.
(iii) The project completed audit the A/L test at ten gas stations.
One of the gas stations were fined for their failure to meet the
regulation and the error has improved now.
(5)The inspection of CEMS
(i) Complete 17 stacks detecting of the accuracy, 14 stacks
detecting of the function and 9 stacks detecting of the
potential. All the error was improved with the counselling
works.
(ii)Complete the NAN YA Plastics Corporation comparison of the
P002 stack for equal rank or standing.
(6) Counseling and training sessions
(i) Three sessions of “air pollution fees regulation” were held
on November 25, 2014, January 19, 2015 , May 27, 2015 and
August 5, 2015.
(ii) The meeting about environmental regulations guidance of
gas station was held on July 3, 2015.
(iii) The seminar about environmental market case sharing and
control measures of gas station was held on July 3, 2015.
