In this research work, the successful lessons of management plans from the USA, the European Union, Germany, Netherlands, Canada, Australia, Japan, and Korea were critically reviewed; meanwhile definitions and applications of green infrastructure (GI) and low impact development (LID) were comprehensively reviewed. Five critical issues on river basin management were stated as follows: (1) lack of integration and coordination on watersheds management organizations; (2) shortage of water resources; (3) impaired water quality; (4) quality degradation of ecology; (5) insufficient adaptation practices to climate change.
As such, this study proposed a vision of “Healthy and safe watersheds; Sustainable water resources; Green ecological environment”. In response to the five critical issues, five aspects of strategies: (1) perform integrated governance ＆ reveal environmental benefits; (2) activate waterfront geomorphology ＆ promote public awareness and participation; (3) consolidate river habitat ＆ preserve ecological environment; (4) clean water quality ＆ develop high-performance watersheds; (5) enhance disaster prevention and mitigation & upgrade emergency response ability were reviewed. By consultation with experts on the healthy watersheds management, five categories of key performance indicators (KPIs) including: (1) Clean River Water; (2) Ecological and Environmental Conservation; (3) Green Infrastructure Development; (4) Integrated Watershed Management; and (5) Disaster and Adaption Management were developed to evaluate the effectiveness of the applied remedial strategies on watershed management and water quality improvement. Moreover, each of the primary indicator comprises four secondary indicators, and each secondary indicator is sub-divided into several tertiary indicators.
This study also drafted a “Technical Guideline for Healthy Watersheds Management” by referring to the reports “Handbook for Developing Watershed Plans to Restore and Protect Our Waters” (U.S.EPA, 2008) and the “River Basin Management Plans for the Water Framework Directive” (European Commission, 2012). Moreover, a demonstration project “Danshui River Healthy Watershed Plan”, including objectives, strategies, plans, evaluation indicators, and benchmarks in the years 2015~2020 were developed.
