應回收容器列管範圍評估與容器回收體系調查專案工作計畫
| 中文摘要 | 本計畫執行期間為103年2月21日至103年12月31日止，工作成果摘要如下： 在評估應回收容器列管範圍並提出具體修正建議上，完成擴大列管範圍之檢討，經8月28日專家諮詢會議討論後，建議新增汽機車保養用品、酒精膏以及展著劑；在規劃容器類責任業者短漏回收清除處理費有效查核方式上，完成提報120家疑似未登記業者名單，規劃10項營業量申報預警機制，並針對現行短漏報與未登記情形嚴重之平板容器或非平板類免洗餐具項目，提出加強查核方案。另，在研擬容器差別徵收費率與補貼費率方面，已於7至10月進行50家業者成本實訪工作，完成102年回收處理成本統計。 有關調查102年廢容器流向分布工作，業於4至9月間完成50處業者實訪工作，經試算總廢容器已分類已認證約6成，已分類未認證及未分類各占約2成，經試算102年廢容器回收率為85.38%；在研擬強化廢塑膠容器回收辨識及分類方法上，已收集國內外相關案例，研擬適用於回收業者端之分類教材。而有關農藥廢容器併一般廢容器處理之可行性及配套措施之研析，已完成6種農藥廢容器共24項採樣檢測，且於9月30日辦理混合處理意見調查座談會，研提混和處理建議；在出國蒐集國外應回收廢容器回收、分類及處理技術方面，已於5月25~30日圓滿赴日參訪工作，並完成日、韓之自主制資料蒐集，提出自主制規劃。 | ||

| 英文摘要 | Execution duration of this plan is from February 21, 2014 to December 31, 2014, and the results of the work are summarized as follows: The specific revised suggestion is raised in the monitoring scope of evaluating recyclable container to complete the review of extended monitoring scope. After expert consultation meeting on August 28, additional care products, alcohol gel and spreader for motor vehicles were proposed; regarding effective audit of handling charge for underreporting recycling and clearing, 120 unregistered practitioners in the suspected list are reported and 10 early warning mechanism of operating capacity declaration are planned to propose enhancement of the checking of flat container or non-flat disposable tableware for the current serious underreporting and unregistered situation. In addition, cost statistics for recovery processing in 2013 from site visit for 50 practitioners’ costs has been completed from July to October regarding discussion of differential levy charge rate and subsidy rate for the container. Investigation for distribution of waste container flow direction in 2013, site visit for 50 practitioners from April to September has been completed. After trial, about 60% of total waste container has been categorized for being certified, and 20% has been categorized for being noncertified and not been categorized, respectively; recycling rate of waste container in 2013 is 85.38%; regarding development of identification and classification method for enhancement of waste plastic container, the relevant national and international examples have been collected to draw up classification teaching material applicable to recycling industry. Regarding analysis of feasibility and supporting measure for handling the relevant pesticide waste container together with general waste container, total 24 sampling tests including 6 pesticide waste containers have been completed, and opinion survey seminar with co-processing and proposal were held on September 30; regarding recovery, classification and handling technique abroad of recyclable waste container, visit trip to Japan has been smoothly conducted May 25~30, and self-determination data collection from Japan and Korea has been completed for the presentation of independent planning. | ||
