According to the policy review and adjustments of promotion by EPA, “adjustments of promotion strategy according to policy review” is first issue, as well as continued to handle the contract work “demonstration projects and the preliminary work of the selection period." in this project.
Based on the same policies and objectives that is ”waste treatment by bio-energy technology" , the assessment is implemented on how to improve and enhance the operating efficiency and extend the life of incineration plant based on making the best use of existing facilities and the state's financial austerity . Proposed strategies for adjustment of the promotion are : to extend service life of incineration plant as the highest priority; to combine the treatment of waste with production of biomass energy; to optimize the function and promote in accordance with local conditions; to pre-plan incineration plant operation program; to develop future waste treatment programs and waste disposal bio-energy strategy and to adjust the plan submitted to Executive Yuan.
On the other hand, “demonstration projects and the preliminary work of the selection period" has been finished in this time. Also this project is preparation of relevant results report, which might be provided and referenced for the following works: the selection and appraisal methods; a SOP for initiate process; the basic criteria and guidelines for verification plant planning, design and construction plans; the basic criteria and guidelines for verification plant test work; the basic criteria and guidelines for test run of biomass and coal co-firing.
