First, collect and study on domestic and foreign Eco-Driving promoting current status to draft a certification guideline for Vehicle Fleets to follow. Study and analyze on promotion strategies and implement methods for Eco-Driving to propose the promotion schedule in Taiwan. In a case study of viability evaluation for delivery industry to perform carbon reduction driving behaviors, it was found that vehicle idling is the key factor of fuel efficiency, if shut off engine and AC compressor could reduce up to 42% of CO2 emissions and fuel consumption. Through a counseling project, this project provided assistance to the Environmental Protection Bureau, Chiayi City to establish its own Eco-Driving Management System. Through this system, the fleet drivers could achieve an average of 4.24% CO2 reduction, and the maximum individual improvement could reach up to 16.2%.
Through collect and study on the Greenhouse Gases control measures, testing and measurement methods for Plug-In Hybrid-Electric Vehicles and Hybrid Electric Vehicles that being implemented abroad, take current domestic conditions into account to draft a proposal on Vehicular CO2 Emissions Management Framework and Penalty Measures; to establish the CO2 Reporting and Inquiry Platform to facilitate the implementation of vehicular CO2 emission control related regulations.
To avoid management inconsistence occurs due to the adoption of dual fuel economy testing procedures after the CO2 emission standards become effective, 51 conventional vehicles and Hybrid Electric Vehicles with different emissions compliance stages were selected and tested to get the conversion factors for these two different test procedures. The results showed that the conversion factors for conventional vehicles: no significant difference was found with/without turbo chargers; compliance stages of emission standards; with/without GDI systems.
Started from 2009, 13 vehicle manufacturers and importers have signed the “Voluntary Agreement on CO2 Reduction from Passenger Vehicles”, and 12 of the signees have already achieved their set targets, within which BMW, Ford, Mercedes-Benz, Modena Motori Taiwan, Hotai Motor, VOLVO Car Taiwan, Porsche Taiwan, and Audi Taiwan have achieved their 15% reduction target; Honda Taiwan, CMC Motor, and Volkswagen Taiwan have achieved their corporate average target value of 163 g/km, the Skoda Taiwan even lowered to 147g/km. In recent 5 years, total 65,734 tons of CO2 reduction has been achieved through this Agreement, its effectiveness is significant.
To investigate the effectiveness of promotion strategies for low carbon transportation cities in Taiwan, the SWOT and Expert Survey methods were used to choose the suitable case for evaluation, which is the Taipei City You-Bike Program. In addition, 1,200 Taipei City You-Bike users were interviewed, the results showed that an up to 80% satisfaction rate was achieved for the program, and 98% of the users support the promotion of public bicycles as one of the transit system; based on the principle of users should pay the fees, an average of 8.25 NT dollars fee for the first 30 minutes was deemed reasonable and willing to pay by the interviewed users.
This project has held 7 Eco-Driving training courses and exhibitions, through courses and interactive games to introduce and enhance Eco-Driving concepts, further more to improve the vehicle energy use behaviors of the Public, and accumulated 1,373 participants this year. Finally, through holding an achievements exchange and discuss meeting, the Taiwan EPA leads representatives of manufacturers and other government agencies to elaborate the implementation strategies of energy saving and carbon reduction measures for vehicles. The government expects these efforts could contribute to build a greener future lifestyle in Taiwan.
