「廢電子電器及資訊物品販賣、回收處理體系管理及回收處理效益提升」專案工作計畫

中文摘要 本計畫完成之工作內容包括:(一)透過1廠次實地模擬,提出納入重量補貼之缺件廢物品項目建議,並正面表列輔以圖片方式制訂允收標準以利認證作業,提出缺件廢物品重量補貼費率擬定考量原則及建議草案,並參考國外做法研擬完整廢物品重量認證之可行作法。(二) 完成廢物品收購價格、衍生物販賣及委外處理價格、廢物品衍生物產出比例、人工成本、設備成本及管銷成本調查,估算各項廢物品回收處理淨成本,檢討合理之回收清除處理補貼費率,並研擬差別補貼建議作法以採用同業間比較做為指標設定準則,利用受補貼機構螢光粉收集量及冷媒收集量估算其業界高標值,以此作為差別補貼費率級別指標設定標準,另本計畫以「缺件廢物品採重量計費政策推動」、「英國廢電子電器及資訊物品再利用處理技術」為主題,舉辦2場次「廢電子電器及資訊物品回收管理制度座談會」,進行產官學之座談。(三) 為落實廢四機回收制度宣導作業,本計畫執行期間陪同環保局抽檢稽查販賣業、回收處理業共計105家,並專案輔導3家連鎖販賣業者成為配合示範之優良廠商、辦理5場次教育訓練及2場次廢四機回收政策推動種子教師會議,為檢討廢四機回收成效,定期產出統計報表進行數據分析及更新檢視問答集,並協助修正現有廢四機電子化系統業者基本資料1,262筆。(四) 以瞭解國外錐管玻璃及冷媒處理方式與我國之差異,實地至英國進行參訪,包括英國環境、食品及鄉村事務部(Department for Environment, Food & Rural Affairs, DEFRA)、Viridor Limited公司、Environcom England Ltd公司、英國倫敦再利用聯盟(London Reuse Network)進行參訪,並與英國廢棄物及資源行動計畫辦公室(Waste & Resources Action Programme, WRAP)及Nulife glass公司代表於倫敦進行會談討論,瞭解英國Nulife glass公司採熔煉去除錐管玻璃中之鉛金屬,減低對於環境之危害;並瞭解英國處理廠處理含有碳氫冷媒之電冰箱,採密閉空間破碎過程中填充氮氣,確保冷媒於處理過程降低爆炸及逸散於環境中之危害。

英文摘要 We have accomplished the following goals in the project: 1. Determining objects of E-wastes with missing components that can be subsidized according to weight. With a filed simulation, we have made a standard guide with tables and pictures to be posted in the front side of waste items to ease the certification process. Furthermore, we have established a guide in determining the weight-based subsidy rate for the waste home appliance and IT equipment with missing components. With a study of standard operation procedure in other countries for intact E-wastes, we have also developed the certification process for the weight-based subsidy rate of intact E-wastes. 2. Investigation of waste item for purchase prices, derivative material price and payment for outsourcing service, derivative material producing percentage, labor cost, equipment cost, and management and marketing costs. We have thereafter estimated the net cost of processing each waste item, and assessed if the current clean treatment subsidy fee rate is reasonable. Furthermore, we have formulated the recycler industry-based differential fee rate system: the high standard value is determined by the volume of refrigerator and fluorescent powder collected by subsidized recyclers, and the grades of subsidy fee rate is thereafter decided. On the other hand, we have hosted two forums of ” E-waste/WEEE recycling management system” with foci of “allowance of weight of fee calculation policy prompting” and” E-waste/WEEE reuse processing technology of the UK”, respectively. 3. Implementation of advocacy activities for the waste home appliance recycling system. Along with the Environmental Protection Bureaus, we have audited 105 retailers and recyclers. Additionally, we have assisted and successfully promoted three retailers to be the excellent demonstration retailers, and hosted five educational trainings and two seed teacher meetings for waste home appliance policy. For evaluation of waste home appliance recycling efficacy, we have regularly generated statistical reports, performed data analysis, and updated the frequently asked questions, amending information of 1,262 retailers from waste appliance systems. 4. Investigation of the recycling techniques for funnel glass and hydrogen carbon refrigerant in United Kingdom. In the United Kingdom tour, we have visited Department for Environment, Food and Rural Affairs (DEFRA), Viridor and Environcom recyclers, and London Reuse Network. We have also met representatives from Waste & Resources Action Programme (WRAP) and Nulife Glass Corporation in London. From the meeting we have obtained that lead in funnel glass can be removed by lead furnace technology to reduce environmental impact, as well as that shredding Hydrogen Carbon-containing refrigerators are carried out in enclosed nitrogen room to minimize the risk of explosion and environmental impact.
