103年度資源回收管理資訊系統(RRMS)新增功能建置整合暨維護專案工作計畫

中文摘要 本年度工作執行目標期許以「整合」、「維護」、「加值」及「安全」四大指標建置、維護資源回收管理資訊系統。 系統整合方面,因應交通部公路監理加值網第二代系統改版作業,本計畫完成廢機動車輛報廢回收管理系統之廢車回收管制聯單啟動流程,並建置相關資料查詢功能。使用者可在單一系統內完成聯單開立,讓整套作業流程更加便捷流暢。 系統維護方面,在維護(運)CCTV即時監控及計量設備即時連線系統部分,本計畫透過CCTV系統監控現場情形,做為各項異常事件佐證之工具;計量設備連線系統除可簡化過磅與申報等流程,將過磅數據電子化管理外,另可應用各項管理系統資料庫進行相互勾稽比對,發展電子化系統取代部分人力之遠端及不預警稽核認證模式。 系統加值方面,為提升回收處理機構管理子系統、受補貼機構管理子系統,本計畫針對相關功能進行建置及提升作業,主要包括「回收處理業及受補貼資格之申請與審核功能」,以及功能操作介面及資料整合介接等部分,以使用者服務導向為規劃方針,提供更具效率、優質的作業系統。 系統安全方面,除提供及維護自然人憑證登入驗證機制外,另協助環保署監資處辦理各項資安演練作業。 本計畫依照四項目標建置、維護資源回收管理資訊系統,確實達成各項績效指標。透過資料橫向串聯以達資訊共享與便利,並提高決策作業品質,可快速提供前置作業所需資料,提升整體資源回收體系資訊化之能力。

2014 Project on Incorporation and Maintenance of Newly Added Functions of the RRMS

英文摘要 Enforcement target in this year expects to establish and maintain resources recycling management information system based on four major indicators, i.e. “integration”, “maintenance”, “value-added” and “safety”. Regarding system integration, this plan completed initiation process for duplicate form of waste vehicle recycling in waste motor vehicle recycling management system and establish the relevant data inquiry function in order to respond revision work for the second generation Value-Added Network of Motor Vehicle and Driver Information System, Ministry of Transportation and Communications. Users can complete issuing duplicate form in a single system to make the whole process much convenient and smooth. Regarding system maintenance, this plan maintains CCTV real-time monitoring and metering equipment real-time on-line system through on-site monitoring CCTV system as supporting tools of various exceptional events; in addition to simplifying weighing and application process, metering equipment is used for mutual check and comparison on various management system databases other than e-management of weighing data, developing e-system to replace partial manual remote and no early warning audit certification mode. Regarding system value-added, this plan aims at the relevant functions to establish and promote operations in order to improve reprocessing institution management subsystem and subsidized institution management subsystem, mainly including “reprocessing as well as application and application functions of subsidized qualification”, functional operation interface and data integration interface, etc. User’s service orientation is used as guideline to provide more efficient and high quality operating system. Regarding system safety, in addition to providing and maintaining citizen digital certification login, it assists Department of Environmental Monitoring & Information Management of Environmental Protection Agency to handle various information securities drills. This plan establishes and maintains resources recycling management information system to actually achieve various performance indicators in accordance with four targets. Information sharing and convenience can be reached through horizontal series connection to improve quality of decision making to quickly provide pre-operation with required data and enhance information capability of overall resource recycling system.
