Since the announcement of waste glass container recycling in 1997, the recycling rate had risen continuously and the average of recycling rate was more than 90%. But in recent years, resulting in complaints of people and constant news reporting in related with energy drink brown glass containers being abandoned near country roads, farms, markets, construction sites, gardens, temples and the refuge island of highway, expressway or both sides of interchange as well as cut injury accidents. In order to reduce the discard of color glass containers, the Environmental Protection Agency managed “waste glass containers recycling reward promotion project” in 2014. With field survey of 44 glass container dumping sites nationwide in three phases, the GRM (Glass Recycling Machine) had been installed at Taipei Jiankuo Overpass, The First Fruit and Vegetable Wholesale Market in Wanhua, Tamsui Fisherman's Wharf, Chungli Train Station, Xiluo Fruit and Vegetable Market, Mailiao Sports Park, Kaohsiung National Highway No. 10 Renwu Interchange and Daliao Yuho Li such 8 glass container dumping sites providing people with recycling reward for waste glass containers. As of the end of March, 2015, the recycling reward system had recycled about 48,697 glass containers during the 6 months of trial run period, that is, more than 126 waste glass containers being recycled by the GRM every day. Among them, 59.0% was brown, while 22.1% and 18.9% were white and green glasses respectively. The waste glass bottles (seems being abandoned) recycled from roads, open space and farms accounted for 58.4%, showing that the waste glass containers originally being abandoned on roads, open space and farmed could be reduced as cooperated with the automatic glass recycling reward system. The main brands recycled were Polyta-B, Raging Bull and CANBET. Finally, according to the results of questionnaire survey among general public, 60.5% of people were satisfied and very satisfied with the automatic waste glass recycling reward system. Moreover, 86.4% of people express that the increase of GRM in the future would enhance their intention of recycling. According to the results, people were generally satisfactory to the automatic waste glass recycling reward system and the system would boost their intention of recycling.
From current color glass recycling conditions and the results of trial
automatic waste glass recycling reward system, they both show that most abandoned glasses are brown glass containers and the majority brands were Paolyta-B, Raging Bull and CANBET such energy drinks. Therefore, the project had evaluated the waste glass recycling reward system in accordance with article 22 of Waste Clearance Act and proposed “Brown Glass Container Recycling Reward Implementation Program”. It had proposed recycling reward by rates or self-proposed recycling reward aiming at energy drink businesses. In order to reduce the burden of personnel costs of businesses due to the recycling, the GRM is recommended to reduce the personnel costs, incorporated with the commercial income from the machine. The businesses were encouraged to install the GRM recycling equipment from the perspective of corporate social responsibility to provide consumers with convenient and efficient recycling channel.
