This year, four major tasks were being set as this project’s major work contents which include: first, to implement new motorcycle new model certification and Conformity of Production (COP) emissions control measures; second, to promote establishing of motorcycle electronic certification process; third, to implement in-use motorcycle recall and correction investigation tests; fourth, cooperate with Taiwan EPA to implement motorcycle emissions control related measures and help EPA to draft exhaust emissions standards and related basis researches.
As to the administrative cooperation routine tasks, this project has processed manufacturers’ and importers’ applications reviews on carry forward, extension, and modification on their new vehicle type approval certifications and issued 232 certifications include 458 vehicle models; completed 131 random selection compliance tests, the results showed 6 engine families failed the tests; performed emissions control devices check on 71 vehicles, some parts of 8 engine families inconsistent with their identification code; this year 14 vehicle durability test plans were being reviewed and 10 of them had completed tests and being issued related Deterioration Factors; as to the auditing on COP tests, compared to the defects of last year, most of them were improved, for engine families with high emissions and variations their makers were continuous put efforts to improve; two discussion meetings on new vehicle certification procedures and process were held on June 11, 2014 and Jan. 21, 2015 separately; the sales of eco-friendly motorcycles in 2014 accounts for 26% of total sales, the preliminary evaluation of 2015 eco-friendly green motorcycle has completed and 13 engine families were being selected as green motorcycle candidates.
As to the task of establishing the motorcycle electronic certification system: the functionality of information and management inquiry on COP tests has been added on-line in November; planning on durability tests related electronic application and certification process was completed in December; as to the maintenance on the existent motorcycle emissions control related electronic system, the automated eco-friendly motorcycle evaluation system is being updated every month, started from February 18, 2014 to provide Public as reference for eco-friendly vehicle model purchase.
As to the task of implement in-use motorcycle recall and correction investigation tests, the test vehicles selection briefing was held on June 11, 2014, and 50 vehicles were tested and all in compliance with their relevant standards.
As to the task of collecting world regulations, draft amendments on current regulation and performing emissions relate research tests: this project has discussed with vehicle manufacturers and importers on the revision contents of “Regulations Governing Verification Issuance and Cancellation of Certification Compliance for Motorized Bicycle Configuration Emissions”, “Motorcycle durability Test Methods and Procedures”, ”Motorcycle Evaporation Emissions Test Methods and Procedures”, and “Motorcycle Cold Driving Cycle Exhaust Pollution Testing Methods and Procedures”. According to the emissions database for stage 5 compliance motorcycles, less than 20% motorcycles could comply with the future stage 6 standards; from the EU 2014 emissions certification database analysis, about 60% of motorcycles could comply with the stage 5 standards; according to 2014 emissions certification database in Japan, none motorcycle could comply with our stage 5 standards; according to the Deterioration Factor analysis on 2014 United States domestic sales of motorcycles with fuel injection systems for all brands, the DFs of emissions of CO, HC and NOx were 23%, 22%, and 10% over 1.4 respectively. By using Taiwan’s motorcycle durability data to perform DFs estimations for motorcycles with travel mileage to 35,000 km, the estimated average DF values for CO, HC and NOx were 1.322, 1.230 and 1.296 respectively; the test results being performed by using WMTC and Stage 5 driving cycle have shown that emissions mainly emitted during the Cold Driving period which is the focus for improvements. The trends of exhausted emissions for each driving cycle phase of WMTC are similar to the domestic Stage5 emissions tests; the investigation tests for current in-use median and large engine size heavy motorcycles have shown that 63% of the test motorcycles exceeded their related standards, especially for CO and HC, and obvious higher than aged motorcycles with engine size under 150 cc. Trace the emissions control deterioration status for in-use median and large engine size motorcycles, most of them were obvious deteriorated, especially for CO; to perform the in-use motorcycle emissions control devices check, 10 engine families’ emission control devices’ identification code were consistence with the certification data; for most aged Stage 5 motorcycles, their emissions test values were decreased after maintenance, for aged Stage 4 motorcycles, the NOx emission increased after maintenance; to evaluate their DFs, CO and NOx were more deteriorated than HC.
