公告應回收廢棄物電子電器及資訊物品產業調查暨費率架構評估

中文摘要 本計畫依工作項目要求完成下列成果:(一)近年來由於電子電器及資訊物品產品變動大,採「現場及資料庫調查」方法進行重量調查,最後建議修正液晶電視機、洗衣機、電冰箱、冷暖氣機、主機、液晶顯示器、鍵盤及筆記型電腦等八項物品之重量參數,並新增平板電腦及外接硬式磁碟機兩項物品的重量參數。檢討營業量與回收率異常項目,針對電視機、電風扇、印表機及鍵盤各提出短中長期改善建議方案,包含提高補貼費率、回收項目合併計算、限制交付對象及加強宣傳推廣活動等方案。針對新增公告項目,採用國外研究數據推估營業量及報廢量,用以推估我國平板電腦與外接硬式磁碟機營業量數值。並蒐集比較各國回收率執行情況,以相同計算原則比較國內外回收成果,而最新歐盟指令改採以回收率作為回收成效評估基準,其以當年回收量/前三年平均營業量為原則進行計算,可避免採單一年度營業量計算,造成年度數值的大幅變動。(二)綠色產品及新興商品市場方面,蒐集電子電器及資訊物品商品現況及未來發展,針對常見的AIO電腦及小主機等檢討實務認定易生爭議之案例分析,並採用問卷及實地調查國內綠色指標取得情形,並提出差別徵收費率之修改建議,及辦理專家學者座談會議,獲得業者熱烈反映,建議建立業者溝通管道,持續掌握產品趨勢。(三)費率公式與費率審議委員會方面工作,檢討公告應回收廢棄物徵收費率公式,提出公式因子修改建議,保留現行公式但建議調整未回收已清理及待清理因子之計算方式,反映流布調查之市場現況,檢討費率審議委員會設置辦法,針對迴避條款與會議公開條款提出修改迴避行為與廢除公開條款,及協助費率審議召開過程之相關配合事宜,並檢討現行費率資料庫系統,經評估使用情形及現行作業方式後建議廢止,此外協助辦理費率審議委員參訪活動。(四)在配合中美環保技術合作協定相關事務工作上,協助定期與不定期更新署內政策上傳至國際夥伴交流平台(IEMN),並參與三次電話會議,協助填寫成果評量表,掌握各國政策推動現況,出席7月分越南參與年度國際夥伴訓練會議,並更新各國電子廢棄物現況與署內參考。同時將美方及迦納所上傳之資料進行整理及相關分析,提供署內對於電子廢棄物管理之政策參考。(五)在回收宣導活動方面,協助完成設計電子電器及資訊物品各一款並合計製作10,000張宣傳單張,採購4,000台宣傳品LED電風扇檯燈,作為宣傳活動之用。此外結合學校、村里、販賣業者及機關辦理20場回收宣傳活動,配合展場辦理2場大型宣傳活動,共計吸引4,210位民眾參與,回收了610份廢電子電器及資訊物品。

Waste home appliance and IT equipment industrial investigation and fee rate structure assessment pro

英文摘要 According to working subjects’ requirement, following achievements have accomplished in the project: 1. In terms of waste home appliance and information technology (IT) equipment work, “site and database investigation” method was applying in unit weight investigation. Since regular recycling articles variation were increasingly, therefore suggesting Environmental Protection Administration (EPA) that weight parameters of waste items needs to change, for example, LCD TV set, washing machine, electrical fridge, heater and air-conditioner, computer, LCD monitor, laptop tablet, hard-disk and keyboard. Moreover, put on the market volume and recycling rate on TV set, electrical fan, printer and keyboard numbers were indicated unusual number, an improvement plan in short-, medium-, and long-term were suggested. Also, raising subsidy fee, decreasing clean treatment fee, and merging TV set and monitor from different subject to once only, deliverables limitation and recycling advocacy activities were advised in the report. Furthermore, estimating new regular recycling items future trends that based on international database put on the market volume and end-of-life volume, predicting the future selling performance of tablets and hard disk. It was based on same principle to collect and compare recycling outcomes from different countries, according to “ the same amount of weight of Waste Electrical and Electronic Equipment (WEEE)as was collected in the Member State on average in the three preceding years”( EU WEEE directive,2012) can be transfer as” the amount of weight of WEEE as was collected on average in the three preceding years” as recycling rate calculation formulate for Taiwan. Avoiding if only one year selling volume calculation could cause value extremely changed. 2. Regarding green product and emerging products market, home appliance and IT equipment current product development and future development information were collected; we discovered that All-in-One PC (AIO) and Mini PC had highly controversial definitions. Thus, it was based on survey and site visiting investigation to collect the acquirement circumstance of green mark, suggested that necessarily to amended differential fee rate. It is important to establish communication channel by hosting one expert meeting between authorities and retailers for products tends can be keep tracking. 3. In terms of associating regulated recycling waste fee calculation formula and fee reviewing committee work, fee calculation formula was reviewed, we suggested that two factors of fee calculation formula could be changed in the formula to reflect the real consequence of flow investigation in the market. On the other hand, the fee-reviewing committee construction ambiguous needs to be improved. We not only coordinated administrative work for fee reviewing committee meeting, after recycling and subsidy fee database system assessment and highly recommend deleting database system, but also associated fee-reviewing committee to visit recycling facilities. 4. In coordinating Taiwan and America environmental technology agreement aspects, regular and irregular EPA new policies were updated to International E-waste Management Network (IEMN) platform. We were helping three times of international teleconference, and fulfilled with performance measure, kept tracking partnership countries’ policy implementation situation. Moreover, we not only attended IEMN annual meeting in Hanoi in July, but also updated that current E-waste situation from various countries for EPA, analyzing update information from USA and Ghana for further E-waste managed. 5. Regarding recycling propaganda campaigns, designed two styles flyers, one for waste home appliance; another is for IT equipment, overall 10,000 flyers being produced. Moreover 4,000 propaganda materials had purchased for propaganda activities. This year propaganda campaign was divided to two aspects to conduct, one way is associating with schools, communities, retailers and public sectors for hosting 20 recycling propaganda activities, and another way is coordinating with exhibition activities for twice. In conclusion, 4,210 people engaged activities and 610 E-waste items were collected.
