Mobile pollution source is one of the main causes that generated air quality deterioration in metropolitan areas, and it is also the control focus strengthened by environmental and traffic authorities. Therein, the black exhaust from the diesel vehicles is highly condemned by the public. In order to make the business of controlling nationwide diesel vehicles more complete and enhance the inspection quality of inspection stations on diesel emissions in Taiwan cities and counties, this project will continue to promote diesel vehicle insurance system by establishing an excellent maintenance shop certification system and implementing normal vehicle maintenance and repair habits to strengthen the country’s integrated insurance and inspection system for the using diesel vehicles.
To continue improving the relevant test quality of nationwide diesel vehicle inspection lines, the common problems generated from relevant tests and re-inspections in recent years were collected and complied by this program to design the “self-examination checklist for emissions inspection stations to perform diesel chassis dynamometer tests.” The purpose is to provide the station inspectors to check if all instruments and equipment are compliance with standards while conducting quality control tests, capability comparison tests and nationwide relevant tests. While comparing the outliers of relevant test results in recent three years, the demerit point of less than 1 was found to be increasing year by year, indicating that the quality of various inspection lines are improving year by year to continuously maintain the quality and credibility of the inspection stations.
On the other hand, to cope with the new system procedures on diesel vehicles that commenced on 1 January 2015, the nationwide diesel inspection stations must get ready for the pre-operations, including the completion of software certification work on three software from providers, 327 people to participate in education and training seminar on the new system procedures, and the procurement of 55 sets of optical smokemeters (including test software), etc. Until 31 March 2015, a total of 36 inspection lines from 26 stations nationwide have successfully implemented the new system procedures of diesel vehicles.
In summary, the unscheduled inspection system on diesel vehicles in 2014 implemented by the Environment Protection Bureau in Taiwan cities and counties had reduced a total of 381.1 metric tons of TSP.
