推動兩岸氣候變遷交流合作
| 中文摘要 | 本計畫主要係藉由蒐集與研析中國大陸有關因應氣候變遷相關策略之最新資訊，同時透過所舉辦學術研討會、圓桌會議、實地參訪等方式進行交流，並拓展未來合作之機會。本計畫已於103年6月30日至7月5日完成舉辦第五屆「2014兩岸因應氣候變遷學術研討會」，與會貴賓包含9位中國大陸氣候變遷相關領域專家學者，並發表演講，與臺灣專家學者進行學術交流。另於103年11月13日至18日派員前往中國大陸拜訪主辦單位與承辦窗口，建立良好互動交流，共同研商今年度(2014)研討會與行程規劃執行面之改善建議，以利促使未來兩岸交流推展更為順利，以尋求未來合作空間。 經本研究團隊彙整研析本次研討會成果，深入瞭解中國大陸希望透過產業、城市等非官方的實質合作，與政府權責單位間的溝通來達成未來兩岸因應氣候變遷實質合作的具體項目，進一步凝聚雙方推動節能減碳之共識，並分享各領域執行減排成效。為此，本研究針對(1)建構循環低碳綠色城市(2)綠色經濟工具(3)低碳產業策略與技術(4)氣候變遷預警四大議題進行研討，完成兩岸進行低碳城市、綠色經濟工具、低碳技術以及極端氣候預警等領域議題合作對我國影響之研討分析，以作為未來兩岸實質合作內容之參據。最後連結學者專家意見，完成未來雙方實質合作短中長期的合適發展策略及具體規劃，循序漸進推展兩岸因應氣候變遷合作項目，以供環保署參酌運用。 | ||

Promoting the cross-strait exchanges and cooperation in climate change
| 英文摘要 | This project has brought up an experience exchanging and expanded the cooperative opportunities with Mainland China by collecting the latest related information of responses to climate change and holding the conferences. Taiwan and Mainland China have been in the five years exchanging of responses to climate change. 9 important experts of Mainland China were invited to join the conference which was held in Taipei. Both sides discussed and exchanged opinions on 4 aspects including (1)Establishing recycling-based low carbon cities (2)Green economic tools (3)Strategies and technologies of Low carbon industries (4)Warning of climate change. Besides, one round-table conference will also be held to discuss 4 subjects as followings：(1)Promoting of emission reduction (2)Mechanism of carbon market (3)Low carbon technologies (4)Low carbon cities. By realizing consensuses of conferences gradually, cross-strait cooperated projects in various subjects will be practiced. | ||
