固定污染源空氣污染物連續自動監測設施管理暨制度研修計畫
中文摘要 | 固定污染源空氣污染物連續自動監測設施(Continuous Emission Monitoring System,簡稱CEMS)應用於大型固定污染源空氣污染物排放監測及管制,除可即時掌握污染源排放情形與防制設施之操作性能外,其即時性與準確性均遠優於定期檢測之數據,可做為計算申報空氣污染防制費(以下簡稱空污費)之依據。為確保監測設施之準確性與強化整體管制機制,本年度主要工作重點包括:(1)協助環保署檢討CEMS管理辦法規範不足之處,並提出意見供環保署參考;(2)針對公私場所之CEMS操作與管理進行查核及輔導作業;(3)強化CEMS資料庫與系統之功能;(4)協助督導地方環保局之CEMS管制成效。 本年度主要協助環保署檢討現行CEMS規範不足之處,並提出意見供環保署參考。蒐集與分析國內外廢氣燃燒塔排放量資料、國外排放管道CEMS之應用與最新管制發展情形及CEMS與其他空氣污染管制作業協調之探討,以利優先了解與掌握CEMS最新管制趨勢。針對公私場所共執行廢氣燃燒塔(Flare) CEMS設置輔導13根次、光電業CEMS設置輔導26根次、相對準確度測試查核(RATA)現場監督查核作業19根次、公私場所之CEMS系統與法規符合度查核10場次、標準氣體查核(CGA)10根次、訊號比對查核10根次及標準氣體濃度檢測查核作業5根次,並強化CEMS監測數據管理平台系統所開發之功能,實際應用於查核之數據分析作業上,以利有效掌握公私場所之污染物排放情形。而為了解各地方環保局之CEMS業務執行績效,共訪查16家地方環保局,並辦理2場次之CEMS業務推動說明會及研習會,做為審查人員認可制度之評估。另外為協助督察大隊掌握CEMS查核重點,辦理北區、中區及南區督察大隊之CEMS研習會,並邀其參與觀摩查核。 | ||

The project of CEMS installation guidance and enhancement study for the stationary sources
英文摘要 | Stationary sources of air pollutants CEMS (Continuous Emission Monitoring System, referred to CEMS) applied to large stationary sources of air pollutant emissions monitoring and control, in addition to operating performance immediately grasp the situation and control of pollution sources outside the facility, its immediacy and accuracy are far superior to regular testing of data, can be used as the basis for calculating declare air pollution control fee (hereinafter referred to as air pollution fee) of. To ensure the accuracy of the monitoring facilities and strengthen the overall control mechanism, the main focus of this year include: (1) to assist the EPA to review the shortcomings of standardized management approach CEMS place, and to make recommendations for the EPA reference; (2) CEMS for public or private premises operation and management of checks and job counseling; and (3) enhanced features of CEMS database and system; (4) to assist the local environmental protection bureau of regulatory supervision CEMS results. This year, we assist EPA to review the shortcomings of the existing norms at CEMS regulation, and comments for the EPA reference. To collect and analyst the Flare emissions data from abroad and Taiwan, investigate the CEMS application of foreign discharge pipe and the latest development situation of CEMS and the coordination with other air pollution control works, in order to facilitate understanding and grasp priority CEMS latest regulatory trends. We audit the Flare CEMS set up counseling 13 stacks, optoelectronic industry CEMS set up counseling 26 stacks, relative accuracy test Check (RATA) Check job site supervision 19 stacks, the CEMS system and regulation audit of public and private spaces for 10 factories, the standard gas check (CGA) 10 stacks, signal alignment check 10 stacks and the standard gas concentration detection check for 5 stacks, and strengthen monitoring CEMS data management platform developed by function, practical application Check out the analytical work on the data in order to facilitate effective control emissions scenario public or private premises. To understand the CEMS business execution performance of the local environmental protection bureau, a total of 16 visits to the local environmental protection bureau, and for two screenings of the CEMS business seminars and workshops to promote, as the staff assessment review of the accreditation system.
