執行機動車輛噪音新車型審驗、新車抽驗及車輛噪音管制計畫
| 中文摘要 | 本計畫之主要工作在協助環保署辦理汽車新車型噪音審驗合格證明作業之各項工作，並檢討我國現行機動車輛噪音管制制度的合適性，以提供改善策略及方案供主管機關作為施政參考；另亦持續研究歐盟及各國發展趨勢，適時建議修正國內相關法規，以確保我國法規管制與歐盟調和同步。 首先，在噪音合格證審驗作業方面，2015年至11月30日止共計噪音車型組審查共1435件，核發機動車輛排氣與噪音審驗合格證共1075張，新車抽驗及品管測試報告的統計結果均符合品質一致性的要求。 其次，在新車噪音審驗管理方面，配合104年元月起全面開始實施「機車五期機動車輛噪音管制值」，本計畫已完成五期噪音審驗電子化作業系統合格證申請介面操作，以提升審驗作業效率及落實簡政便民成效，目前執行情況順暢。 此外，為提升業者辦理機動車輛噪音審驗合格證之效率與便利性，同時強化機動車輛噪音法規檢測程序之客觀公正性，本計畫協助環保署完成「機動車輛車型噪音審驗合格證明核發廢止及噪音抽驗檢驗處理辦法」修訂與公告。 最後，為即時因應國際法規發展趨勢，本計畫持續追蹤歐盟法規修訂進度，並與環保署及車輛業界密切研商我國六期噪音管制法規。目前我國已明確自2017年開始實施機車六期噪音管制標準，而汽車新法規方面，目前歐盟預定實施期程為2016年7月1日開始實施，故我國應備妥相關方案以便可與歐盟法規即時調和。 | ||

Implement of the new vehicle type approval with regard to noise, the new vehicle spot check and the
| 英文摘要 | The main work items of this project included: assist EPA (Environmental Protection Administration) to examine the applications of new vehicle type approval with regard to noise, to review the current regulations and noise control policy for further improvement and to study the world-wide regulations development in vehicle noise control area. Firstly, for the new vehicle type approval with regard to noise, 1435 new type cases were examined and 1075 certifications were granted up to 30th November, 2015. The statistics of test reports of new vehicle’s spot checks and quality control comply with the COP (Conformity of Production) requirements. Secondly, in order to implement the policy of simplifying examination process, the GUI (graphical user interface) of 5th stage noise regulation E-certification systems for motorcycle approval granting applications has been modified and developed since the “Sound Level Control Values of 5th Stage Regulation” was in full operation from the 1st January, 2015, and the efficiency of examination is improved significantly. Besides, in order to ensure the efficiency and convenience of approval granting applications, and objective fairness of the testing process executed by all authorization institutions, the regulation, “Regulations Governing the Issuance and Replacement of Compliance Certification and Sample Testing for New Vehicle Model Noise Inspections,” was revised and proclaimed by EPA via the assistance of this project. Finally, for quick response to international regulations trends, this project continually paid close attention on the progress of EU (European Union) vehicle noise regulations legislation, and consultation with EPA and industries for the next phase 6th vehicle noise regulations. Moreover, Taiwan will apply new regulations for motorcycle noise on the 1st January, 2017. Regarding to car noise of next phase 6th vehicle noise regulations, the EU will apply this new regulation on the 1st January, 2016. Taiwan should prepare relevant schemes so as to harmonize with EU instantly. | ||
