104年度新北市空氣品質監測計畫

中文摘要 本計畫為執行新北市之空氣品質監測、噪音檢測、室內空氣品質檢測 及其他指定空氣品質相關監(檢)測作業之監測計畫,自86 年委外執行迄今, 由於工作內容日趨複雜, 除例行性監測工作外, 因應室內空氣品質法規, 針對所有第一批公告場所進行稽查, 以確保業者符合室內空氣品質法規要 求, 帶給市民健康的生活環境。 本計畫對於空氣品質監測工作項目, 今年度TSP 每月之濃度監測平均 值落於18~70 μ g/m3; 針對本市境內22/33 個落塵站進行每月一次監測, 每站應架設30± 3 日,落塵於105 年01 月至106 年01 月之監測結果顯示其 濃度平均值介於3.55~7.97 公噸/平方公里/月。 指定空氣品質監測, 本計畫針對樹林焚化廠柴動站環評監測及其他環 保局指定之地區進行監測, 本年度計畫完成了26 站次之空氣品質監測。 關於固定站噪音監測其結果顯示,年均能音量交通噪音測站45 個時段 中,共計4 個時段不合格;環境噪音45 個時段中,共計13 個時段不合格, 後續持續監測觀察不合格區域的問題原因。 對於民眾陳情噪音事件, 待局端交辦後方依合約執行, 至計畫結束共 完成28 件之陳情噪音監測,監測結果若超過標準將依噪音管制法執行後續 處理。 針對汽機車輛噪音監測部份, 由本計畫協助環保局發文予被陳情人, 請其至環保局指定的檢測時間及地點接受車輛噪音之檢測; 另亦配合新北 市各警察分局執行路邊攔檢, 路邊攔檢主要針對易有發生飆車路段舉辦, 以藉此防止青少年改裝汽機車行駛。 室內空氣品質乃本計畫重點工作之一, 本計畫辦理室內空氣品質自主 管理宣導說明會, 並進行30 點次之室內空氣品質監測和80 點次之巡檢作 業, 亦執行完成所有第一批公告場所稽查作業。 其他工作項目中之非屬游離輻射之監測共完成66 處次,相關監測結果 及照片均已上傳至環保署網站, 監測結果敘述於本報告中; 另配合樹林柴 油車動力計排煙站環評監測作業於每月進行交通流量監測, 以了解開發案 對此區域之交通狀況之影響。 此外, 本計畫為方便一般民眾及各學術單位了解本市轄內各人工測站 之監測結果,因此於每月10 日前均會將前月之監測結果上傳至機關相關網 頁, 以便供民眾及學術單位查閱。

Air Quality Monitoring Plan in 2015

英文摘要 The plan for the implementation of the New Taipei City air quality, noise, indoor air quality and other designate air quality monitoring test operation ,due to the increasing complexity of work content, in addition to routine monitoring, indoor air quality policy went into effect. Execute inspection for all the first batch management sites, where inspectors to ensure the industry to comply with indoor air quality regulations, give people a healthy living environment. For monitoring air quality project, monitoring the mean concentration of TSP monthly between18~70 μg/m3 this year .Municipality within 22/33 dust station monitor once a month, every station should set up 30 ± 3 days.Monitoring results show the concentration of dust averages between3.55~7.97 ton / km / mon from 105.01 to 105.12. The air quality monitoring, this project monitored San-Xia northern region、Shulin incineration plant and other areas designated by the EPA,23times of air quality testing monitoring stations. About the monitoring of fixed noise, this results show that the equivalent energy sound level of traffic noise station failed 4 of 45 periods ; the equivalent energy sound level of environmental noise station failed 13 of 45 periods,continuous monitoring of subsequent failure to observe the area. Specify noise monitoring were petitioned by citizens and were implemented after they were assigned by the EPB, total of 28 petitions noise monitoring. If monitoring results exceeding standards were enforced subsequent processing due to noise control ordinance. In regard to monitoring motor vehicle noises, the EPB assist by the project will have issued a document to the people who have been petitioned, and these people are to undergo testing of their vehicle’s noise levels at a designated time and location. This project is also monitoring motor vehicle noises by roadside with the New Taipei City police that mainly for the occasional racing section held to prevent young people to modify the vehicle. Indoor air quality is one of the focuses of the program. This project will hold seminars of indoor air quality self-management advocacy, monitoring of 30 points and counseling of 80 points. Execute inspection for all the first batch management sites Other work items about the non-ionizing have been executed radiation monitoring 66 times, the relevant monitoring results and photos have been uploaded to the Environmental Protection Bureau website. this plan, relevant monitoring results and photos have been uploaded to the EPA website. Monitor traffic flow monthly with Shulin incineration plant EIA to understand the traffic situation in this area. Therefore, every month before the 10th, the monitory test results are uploaded onto the relative website, so that the general public and academic units are able to easily look them up.
