執行汽油引擎汽車新車型審驗、新車抽驗、使用中汽車召回改正調查測試與相關措施研訂

中文摘要 本計畫目的是協助環保署執行汽油汽車新車排放管制相關工作,主要工作包括了執行汽油汽車新車排氣管制業務、持續推動審驗電子化、及研訂汽油汽車排放管制加嚴標準等三項,以管制並降低汽油汽車空氣污染物排放。 2015年計有367,600輛辦理車輛核章,有97%採新車型審驗方式以合格證明辦理,另有3%以國外使用中汽油汽車測試方式之逐車測試辦理。新車型審驗,本年度核發387張合格證明,多數選擇NEDC測試認證,認證值分布主要落在排放標準值的一半以下;新車量產品質一致性管制,計查核廠商新車品管測試有2,268輛,並配合新車抽驗119輛,測試結果均與審驗值及分布範圍相近;召回改正調查,依汽車排放相關資訊選取2011~2012車型年之10個引擎族,調查結果均符合排放標準;環保車評選,定期更新新車環保資訊,提供民眾參考選購對於環境較為友善的汽油新車。國外使用中汽油汽車測試,有7,797輛採行車型態測試,其中97%車輛選擇以FTP-75行車型態測試,多數車輛測試結果低於排放標準值的一半以下。 審驗電子化相關功能修訂,除持續配合相關主管機關政策及審驗業務需求,對審驗作業系統功能維護、檢討與修正外,已就審驗電子化相關功能增修,完成汽車審驗作業系統及綠色車輛指南網適用多瀏覽器的網頁修訂及功能測試,於車輛排放管制與耗能管制之業務上,已建置相關系統提供環保車CO2評選及國產車耗能核章二業務之資訊分享,未來可考量於排放測試報告資料庫及審驗管理系統中,新增耗能測試資料分享功能,將有助於相關管制業務的推動。 歐盟預計2017年開始實施Euro 6c排放標準,美國環保署預計於同年開始逐年實施Tier 3排放標準,為使汽油汽車排放規定與先進國家一致,建議於2019年9月1日實施國內汽油汽車第六期排放標準,其內容主要參考歐盟Euro6c及美國Tier2 Bin5排放標準;對量產新車及使用中車輛之OBD IUPR驗證研究,多數車輛受先進國家規定影響,OBD設置已符合OBD IUPR規定,以符合OBD IUPR規定的二個OBD族各12車次進行OBD IUPR驗證研究測試,結果均符合歐盟OBD Euro 6-1之規定;在OBD IUPR設置管制,建議參考歐盟OBD Euro 6-2規定,新車認證時由廠商自行聲明為原則,於車輛使用階段,由廠商依規定彚整提報之車輛查檢保養及OBD資訊,查核後有疑慮再進行調查測試,以確保車輛OBD設置發揮預期的監測效能。

Implement of the new model certification, conformity of production and the recall relative investigative test for in-use vehicle

英文摘要 The main objective of this project is to assist EPA to implement new gasoline vehicle emissions control related tasks, the three major tasks were: implementation of new vehicle emissions control measures; continuous promoting the electronic certification process; draft more stringent emissions standards. Implementation of these tasks could control and reduce emissions from gasoline vehicles. In 2015, 367,600 new gasoline vehicles were applied for certifications, 97% of them using new vehicle type approval and the other 3% of imported in-use vehicles using individual tests for the certification process. This year 387 new gasoline vehicle emission certificates were issued most of them adopted the EU NEDC driving cycle tests for certification, major distribution of emissions values were below half of the standards limit values; 2,268 Conformity of Production tests were performed by manufacturers and audited by this project, 119 new gasoline vehicle random selection compliance tests were performed and results and distributions were close to that of certification values; as to the recall and correction investigation tasks, according to the related emissions information to select 2011~2012 model year gasoline vehicles in 10 engine families to perform verification tests, the test results showed that all test vehicles were in compliance; as to the green vehicle evaluations, new vehicle’s environmental information were periodically updated and provided as reference for the Public to purchase eco-friendly gasoline vehicles; as to the foreign in-use gasoline vehicles tests, 7,797 vehicles adopted driving cycle tests and 97% of them were using FTP-75 driving cycle for the test and the results showed that most of them were below half of the standards limit values. As to the electronic certification process functionality improvement s, in addition to meet the policy and certification implementation related requirements, maintenance, review and revision of the certification system’s functionalities also being performed and the capability of multi-browser website certification system and green vehicle guide modification and revision also being added and completed its functionality validations. As to the implementation of vehicle emissions control measures, related emissions systems were established to provide shared information of CO2 emissions for green vehicle evaluation and domestic made vehicle fuel economy compliance certification needs. In the future, may consider including sharing functionality of vehicle fuel economy test results in the emissions test reports database and certification management system to facilitate relevant operational management needs. EU will implement its Euro 6c emissions standards and start from the same year, the US EPA’s Tier 3 emissions standards will be phase in year by year. To harmonize the gasoline vehicle emissions standards with the advanced countries, this project proposed to implement the domestic gasoline vehicle’s Stage 6 emissions standards since Sep. 1, 2019. The main contents of Stage 6 standards are referred to the EU Euro 6c and the US Tier2 Bin5 emissions standards; As to the OBD IUPR verification research on new production vehicles and in-use vehicles, most of the vehicles were affected by the regulations in advanced countries, their OBD device already in compliance with the OBD IUPR requirements. Two OBD IUPR regulation compliance OBD families were selected to perform separately 12 validation tests and the results showed that all of them were comply with EU OBD Euro 6-1 stipulation; This project proposed to implement OBD IUPR measures by referring to OBD Euro 6-2 provisions, and accept the manufacturer’s claiming during new vehicle type approval stage, and request manufacturers to provide in-use vehicles’ inspection, maintenance and OBD information to the authority to be reviewed. If the authority has any concerns, the following investigation tests will be performed to ensure the monitoring functionality of the vehicle’s OBD device.
