溫室氣體關鍵減量技術環境管理政策推動與研析專案工作計畫

中文摘要 本計畫工作內容主要分為三大領域,第一部份是推動碳捕存相關工作。第二部分是蒐研國際地熱技術發展背景與環境監督管理資訊,建立我國地熱發電環評管理資訊。第三部份是協助推動產業Non-CO2 GHG減量工作。各項工作執行摘要如下說明: 推動碳捕存相關工作,包含研擬國內CCS環境監督管理制度及監測機制、提昇CCS策略聯盟運作效能、強化民眾宣導與推廣、推動國際合作交流及籌辦溫室氣體減量技術國際研討會與工作坊。CCS法規建構及環境監測之建議,本計畫依循國際訂定CCS法規之經驗及原則,對封存階段提出短、中長期研修建議;研擬碳封存開發行為之環評相關規定,及蒐研國際CCS環評審查參考配套文件;因應CCS政策推動研究情境分析與技術適用性和優缺點分析。蒐集國際間CCS環境衝擊評估與監測指標項目,研提本土化之監測項目建議,以符合監管之訴求並具可行性。CCS跨部會及聯盟間協調機制,本計畫協助籌劃CCS策略聯盟諮議委員會,並研擬未來轉型可行性及提升運作機制;掌握我國推動CCS相關計畫進展(包含科技部NEP II、能源局、台電、中油、中鋼等),並更新公開於CCS資訊網。強化CCS民眾宣導與推廣,建構「碳捕存線上文獻」搜尋功能、更新CCS資訊網英文網頁之內容及資訊、定期提供溫室氣體減量技術國際資訊及發布電子新聞報,及製作碳捕存宣傳影片;完成邀稿共8篇關於CCS相關報導,並彙整成CCS論文專刊。就蒐研之CCS環境議題及監測機制等內容,撰寫一篇中文論文,如附件二,並投稿至「工業污染防治期刊」,已於104年10月第133期發表;撰擬一篇有關我國CCS推動之英文文章,並投稿參與本計畫舉辦之國際研討會海報競選活動。推動CCS國際合作交流,研析國際碳捕存組織發展動向與各組織於碳捕存商業化推動上扮演角色,初擬以CCOP、GCCSI、IGES為後續推動可行對象之方案,並以推動國際低碳技術發展夥伴宣言為報導主軸,於英文中國郵報(The China Post)刊出英文報導一篇;研提參與國際CCS示範計畫及ISO標準之交流方式;蒐集溫室氣體減量技術相關國際會議資訊並評估參與效益。本計畫於104年6月23日完成辦理「2015減碳策略之低碳技術實踐國際夥伴會議」及於104年6月24日完成辦理「2015年全球低碳夥伴論壇」。及於104年9月17日辦理「減碳技術相關主題專家講座 - 邁向零碳未來:面對氣候變遷風險的行動呼籲」。 蒐研國際地熱技術發展背景與環境監督管理資訊,建立我國地熱發電環評管理資訊。本計畫蒐研國際間亞太、歐洲、美洲等地區增強型地熱發電系統發展趨勢與計畫案例,及其環境衝擊資訊。彙整國際地熱環境衝擊項目,研析國際地熱發電環境監督管理制度及法規管制要求,研提我國地熱發電環境影響評估審查重點,及研擬本土化減碳成效計算方式。 協助推動產業Non-CO2 GHG減量工作,包含蒐集國內外電子產業N2O及NF3排放趨勢,研提國內產業因應對策、推動產業參與國際自願減量、推動國內HFCs減量排放工作等相關工作。本計畫已蒐研國際NF3納入京都議定書第二承諾期資訊及其相關管制措施與因應方式,並研提國內產業因應對策。並協助光電及半導體協會會員廠商完成2014年溫室氣體排放量及減量查證(Verification)作業,並陸續協助廠商將查證結果上傳至國家溫室氣體登錄平台。此外本計畫已完成光電業尾氣SF6濃度與其它氣體之測試作業,下一階段將在光電廠內進行測試作業,以了解推動國內光電半導體SF6回收作業之效益分析,評估本土化的減量排放技術,並統計我國2014年之PFCs、HFCs、SF6等含氟溫室氣體之整體進口量數據。本計畫分析我國含氟氣體管理策略對溫室氣體減量之成果,彙整相關文章一篇,並投稿於學術期刊,彰顯臺灣對氟氣體減量績效。協助進口污染防制設備申請案件之審查,推動污染防制設備之設置。

Work Plan on Promotion and Study Project of Key Greenhouse Gases Reduction Technology and Environmental Management Policy

英文摘要 Promoting the relevant work of Carbon Capture and Storage (CCS), including proposing the domestic CCS environment supervising management system and monitoring mechanism, promoting the CCS strategic alliance operation efficiency, strengthening the public promulgation and promotion, engaging the international cooperation and exchange as well as holding the international conference and workshops on greenhouse gases reduction technology. We recommend EPA to implement the CCS regulation structure and environmental monitoring. This project provides the short-term, mid-term and long-term suggestions at the storage stages and logic for setting the international CCS regulations. Proposed relevant environmental impact assessment (EIA) rules for development behavior of CCS, and collected the international CCS EIA reviewing and collected the international CCS EIA and monitoring indicator items as well. Addressed some suggestions on local monitoring items, in order to comply with the demand of supervision and being available. Regarding the coordinating mechanism among the CCS inter-department and alliance, this project assisted to prepare the CCS strategic alliance consulting committee, and proposed the transition feasibility in the future and improving the operation mechanism. Engaged the domestic projects of relevant CCS plans (including Ministry of Science and Technology NEP II, Bureau of Energy, Taiwan Power Company, Chinese Petroleum Company, and Chinese Steel Corporation etc.), and upgrade it on the public CCS information network. We also strengthened the public CCS promulgation and promotion, build the searching function of “CCS on-line literature”, and upgrade the content and information of English webpage of CCS. Provided the international information of greenhouse gases reduction technology and released the electronic news newspaper regularly, and make the CCS promulgation film. Finished 8 CCS relevant reports, and to invite and organize the CCS paper become the special report. We have written a Chinese paper pursuant to the search contents of CCS environmental topic and monitoring mechanism etc., and carry on contribution. Wrote and drafted an English paper about the promotion of CCS in Taiwan, and participate in the poster electioneering of international seminar. Promoted the CCS international cooperation and exchange, and studied the development trend of international CCS organizations and the role of every organization on commercialized promotion of CCS. Regard CCOP, GCCSI, and IGES as follow-up feasible promotion scheme of alternative, in order to promote the development of international low carbon technology partner's declaration in The China Post. Proposed the exchange way for participating in the international CCS demonstration projects and ISO standards. Collected the relevant international conference information of the greenhouse gases reduction technology and assess the participation benefit. This project finished for holding the “2015 International Carbon Reduction Partnership Conference: Developing Low Carbon Technologies to Support Carbon Reduction Strategies” on June 23, 2015 and “2015 Global Partnerships Forum” on June 24, 2015. And handled a seminar for the “Towards a Zero Carbon Future : A Call for Climate Change Actions” on September 17, 2015. Searching and studying the international geothermal power technical development background and environmental supervision information, and set up the geothermal power generation EIA management information in our country. This project searched and studied the development trend, project cases, and environmental impact information of enhanced geothermal power generation system in the Asian-Pacific area, Europe, and America etc. Collected the environmental impact items of international geothermal power generation. Studied the environmental supervision system and regulation control requirement of international geothermal power generation. Proposed the EIA of geothermal power generation in Taiwan and examined the focal review points, and proposed the calculation way of local carbon reduction effect. Assisted to promote the Non-CO2 and GHG reduction works in the industry, including collecting the N2O and NF3 emission trend in the domestic and foreign electronic industry. Proposed the countermeasure for domestic industries, promoting the industries to participate the international voluntary reduction, and promoted the domestic HFCs reduction and emission works etc. This project has already been searched and studied the international NF3 involved in the second commitment information of Kyoto Protocol and relevant control measure and response way, and proposed the countermeasure for domestic industry. And assist photoelectric and semiconductor association member's manufacturers to finish in 2014 the greenhouse gases emission and reduction verification, and assist the manufacturers to upload the verification result to the national greenhouse gases register platform successively. In addition, this project has already finished the test operation of the concentration of SF6 tail gas and other gases of photoelectric industry. The next stage will conduct the test operation in the photoelectric factory, in order to understand the recovery efficiency of SF6 in domestic photoelectric factory. Assessed the local reduction emission technologies, and collected the import volume data of PFCs, HFCs, and SF6 fluorine containing greenhouse gases in our country in 2014. This project analyzed the achievement of fluorine containing gases management strategies on greenhouse gases reduction in our country, collected and analyzed to a paper, and summit it to an academic journal, to reflect the fluorine containing gases reduction performance in Taiwan. Assisted the reviewing for the application case of importing pollution control equipment, and promoting the setup of pollution control equipment.
