The major tasks of the plan include gas price audit and appropriation, operation the LPG database, collection information of relevant market information about hybrid-LPG vehicle and hybrid-LPG vehicle health examination service.
Regarding gas price audit and appropriation, the project have completed the review of the execution of subsidies schemes of 623 stations-times, and a total value of 0.14 billion NTD. In addition, executed on-site auditing for 208 stations and the defect rate is only 0.01% which shows the gas price subsidy data of the gas refuel station is high quality. During the period of the project, using database system can collect all gas refueling records and gas refueling vehicles for the subsidy review and various policies; the staff of the project also announces the review results and weekly amounts of subsidy, the system webpage for the gas refuel station and vehicle owners to conveniently inquire.
Regarding the relevant market information, the price difference between oil and gas in 2015 has kept decreasing due to the decrease of the international oil price in recent years; the average price difference is only 6.8 NTD/L, which causes the number of the hybrid-LPG vehicles and gas allocation amount are decreased by 12% when compared with the last year. Via the characterized of closed gas refuel stations and the change of the gas refuel amount during the past few years, we screen all gas refuel stations to make a list of the gas refuel station possibly closed in near future so as to keep controlling their business situations. Further, we also conduct the statistics analysis for the pollution improvement performance of the gas price subsidy policy and the following change of the amount of the gas refuel vehicles as the policy implementation references for Environmental Protection Administration.
The project conduct the hybrid-LPG vehicle health examination service for the first time, we invite professional technicians, experts and scholars on the spot to provide the vehicle spot inspection, simple troubleshooting and problem consulting service so as to help vehicle owners control the statuses of their vehicles; during the period, we have conducted the health examination service for 242 vehicles; the major problems are abnormal mixture ratio, hardening piping and gas leakage; the on-spot recovering repair ratio is 43% and the vehicles return to the factory for inspection ratio is about 23%; other vehicles are not handled for these vehicles have no serious problems or are about to be discarded.
