104年度資源回收管理資訊系統(RRMS)新增功能建置整合暨維護專案工作計畫

中文摘要 本計畫於104年1月1日開始執行,服務對象範圍涵蓋回收處理業、稽核認證團體、地方環保機關、環保署及環保署委辦計畫單位等。本年度工作執行目標期許以「整合」、「維護」、「加值」及「安全」四大指標建置、維護資源回收管理資訊系統。本年度工作執行項目為辦理CCTV即時監控影像及計量設備即時連線傳輸系統平台維運作業,持續維護資源回收管理資訊系統(RRMS)各項功能,推動電子化管理作業及建置資源回收成果或決策支援所需之分析、統計報表,新增建置、整合資訊系統及功能,同時辦理資訊安全相關作業,以確保資料庫及資料傳輸安全性之目的。 系統維護方面,本計畫運用電子系統導入稽核認證作業模式,受補貼應回收廢棄物處理廠CCTV監控錄影均已全數連線,可隨時透過網際網路,即時掌握全國各地受補貼應回收廢棄物處理廠的作業情況,其功能包括連線鏡頭影像保存3個月以上、歷史影像提供線上24小時調閱、可同時接收1200支以上之攝錄鏡頭,每日24小時同時上傳錄影檔案功能等功能。並結合計量設備即時連線系統,以及計量設備相關稽核認證量勾稽比對功能,達成協助稽核認證作業提升數據之正確性。 系統整合方面,本計畫於今年度辦理RRMS與責任業者營業量線上申報及管理系統之整合作業,以達資源回收管理系統整合效能及資源一致性與資訊即時共享之目的。在合併營業量管理系統時,對於責任業者資料採用系統資料庫後端自動交換技術,藉以取得即時資料,解決資料重複登錄或上傳之情況;另針對營業量網路申報系統重新設計首頁排版及提升離線申報功能,使系統畫面可提供責任業者更多、更即時之相關資訊,並減少責任業者申報作業時間。 系統加值方面,由於環保署監資處之資料庫管理主要以MS-SQL為主,本計畫今年度辦理機動車輛報廢回收管理資訊系統資料庫由My SQL移轉至MS-SQL之相關作業,已完成轉換針對「獎勵金申請資料表」全數共229支程式,及「使用者基本資料表」、「使用行為資料表」,共418支程式,並完成相關內部及外部測試,以達成提高資料庫運用及管理效能之目的。 系統安全方面,本計畫除提供及維護自然人憑證登入驗證機制外,另協助環保署監資處辦理各項資安演練作業。 本計畫依照四項目標建置、維護資源回收管理資訊系統,確實達成各項績效指標。透過資料橫向串聯以達資訊共享與便利,提高決策作業品質,並快速提供各項決策所需資料,提升整體資源回收體系資訊化之能力。

2015 Project on Incorporation and Maintenance of Newly Added Functions of the Resources Recycling Management Information System (RRMS)

英文摘要 Enforcement of this plan started on January 1, 2015, which covered some service targets, i.e. recycling and disposal industry, audit certification organizations, local environmental protection agency, EPA and unit of plan authorized by EPA, etc. Enforcement target in this year expected to establish and maintain resources recycling management information system based on four major indicators, i.e. “integration”, “maintenance”, “value-added” and “safety”. Enforcement project in this year aimed at handling CCTV real-time monitoring images, maintenance and operation of measuring equipment timely online transmission system platform, maintaining every function of Resource Recovery Management Information System (RRMS), promoting electronic management operation continuously, and making analysis and statistics report needed for recycling of resources achievement or decision, establishment and integration of information system, in order to ensure the security of database and data transmission, it also did operation related to information security. Regarding system maintenance, this plan used electronic system to import audit certification mode. CCTV monitoring images of subsidized treatment plant recycling waste were all online; it monitored the operation situation of subsidized treatment plants recycling waste all over the country by global internet. The CCTV system could keep the online camera images over 3 months, access historical imagery online 24 hours, receive more than 1200 of the video cameras simultaneously and upload video files 24 hours one day, etc. It also combined real-time measurement equipment wiring systems, and measurement equipment related audit certification matching function to assist audit certification operation and improve the accuracy of data. Regarding system integration, the plan handled online reporting between RRMS and the liability companies' operating capacity, integration of management system, for the sake of the efficiency of integration of resource recovery management and real-time sharing of information and resource consistency. When merging the operating capacity management system, we adopted the system database backend data automatically switching technology to obtain the real-time data and solved the problem of data repeated login or uploading, it also redesigned home page layout for operating capacity declare application system and improved the function of off-line application, so that the system picture could offer liability companies more and more real-time relevant information, reduce the liability companies’ time of application and operation. Regarding system value-added, because the data management of EPA funded supervising primarily focus on MS-SQL, this plan transacted some relevant operation about waste vehicle recycling in waste motor vehicle recycling management system database from My SQL to Ms-SQL, there were total 229 procedures finishing the conversion needle “incentive payment application data table”, 418 procedures of “customers basic data table”, “usage behavior data table” Moreover, the internal and external tests have been completed, so as to enhance the database using and the management efficiency. Regarding system safety, in addition to providing and maintaining citizen digital certification login, this plan assisted Department of Environmental Monitoring & Information Management of Environmental Protection Agency to handle various information securities drills. This plan established and maintained resources recycling management information system to actually achieve various performance indicators in accordance with four targets. Information sharing and convenience could be reached through data horizontal series connection to improve quality of decision making to quickly provide decision with required data and enhance information capability of overall resource recycling system.
