This project was carried out from March 7th, 2016 to December 31st, 2016. 70 inspection and guidance sessions were conducted for public or private waste clearance and disposal organizations and supported counseling was provided for those who wish to apply for clearance or disposal permit. Additionally, capacity inspections were completed for 20 disposal organizations which could dispose sludge, waste solvent or waste cutting oil and permission guidelines for disposal methods were also drafted for 3 different types of waste. This project also conducted inspection for 20 used cooking oil storage facilities, assisted in reviewing the issuance of working permit for recycling of used cooking oil and provided management suggestions, such as new format of working permit and new method of issuance.
After reviewing the regulations of “Permit Management Regulations for Public or Private Waste Clearance and Disposal Organizations” and “Fee-charging Standards for Permission of Public or Private Waste Clearance and Disposal Organizations”, this project drafted comparison tables to compare amendment with the original bill. In order to grasp the situation of waste clearance and disposal in different area, this project proposed two reciprocal notification mechanisms. Also, for promoting e-policy of waste clearance permit, this project assisted the local Environmental Protection Bureau to organize environmental professionals training 84 times and upgraded the current function of WCDS. Finally, 3 seminars for public or private waste clearance and disposal organizations and 1 review conference for the management of public or private waste clearance and disposal organizations were held in this project.
