指定河川水質總量管制方案評析及支援管理專案工作計畫
| 中文摘要 | 行政院環境保護署（以下簡稱環保署）為維護水體環境品質，多年來除持續推動水污染排放管制、非點源污染控制、晴天污水截流處理及現地水質淨化等策略外，並積極協調營建署全力推動污水下水道建設，各項努力的成果已展現在水質變化趨勢上。惟目前河川水體水質改善效果也逐漸遇到瓶頸，使河川污染改善工作之推動面臨新的挑戰。 有鑑於此，環保署為進一步提升水體品質、確保國民健康，依水污染防治法精神，將廢（污）水排放總量管制列為後續水質管理之主要策略之一，配合其他水質改善策略，達到水質改善之目的。總量管制作業原則上延續過去執行成果，本計畫更考量近年來國內糧食安全議題備受關注，基於保護優質農田，協助環保署針對農地特定保護區之灌溉水源水體水質優先推動執行點源重金屬排放總量管制政策，以確保灌溉水質無虞。除農地特定保護區之灌溉水源水體外，環保署更針對全國地面水體進行水質現況分析，將嚴重污染以及重金屬超過保護人體健康基準之河川分別進行篩選，提出總量管制水體清單，提供地方政府於後續執行總量管制作之參考。 本計畫針對103年至105年地方政府所研擬之總量管制計畫進行彙整研析，提出我國總量管制之相關執行建議。此外，亦蒐集國外相關經驗，及彙整國內相關環境資料，建置一智慧化統計分析工具，提供相關整治策略及改善成效評析之參考。 | ||

Evaluation and technical support of designed waterbody water quality improvement by total maximum daily loads (TMDLs)
| 英文摘要 | In order to maintain water quality, Taiwan EPA continues to promote water pollution emission control, non-point source pollution control, dry weather wastewater interception, on-site treatment purification, and sewage construction. But the effect of water quality improvement are slowing down, EPA has to face the new challenge in river water quality improvement. Because of this, Taiwan EPA work hard in order to further enhance the quality of the river water, according to the water pollution control act, promote the Total Maximum Daily Loads (TMDLs) as the main strategy of water quality improvement. In recent years, the food safety issues are getting more and more concerned, in order to protect the farmland from heavy metal pollution, EPA have started to promote the heavy metal TMDL strategy in specific farmland irrigation water to make sure the irrigation water quality conform to the irrigate standard. In addition to specific farmland irrigation water, EPA had also analyzed the ground water quality in 2015, to address the TMDL list which is serious polluted river including heavy metal pollution, to provide local government with reference in promoting local TMDL. This project also collected the local TMDL implementation plan from 2014 to 2016, provide the suggestion for Taiwan TMDL strategy promotion by analyzing these information. And the project also make an analyzing system by integrating lots of environmental data. | ||
