非工業類之事業廢棄物管理檢討專案工作計畫

中文摘要 本計畫主要包括農業、醫療及營建廢棄物管理之推動及檢討等三部分,分別說明各項成果。 一、農業廢棄物 滾動式檢討農業廢棄物管理策略;更新全國農業廢棄物統計分析(103年第4季及104年第1季~第3季季報);維護農業廢棄物宣導網站、手冊;檢討修正農業相關事業廢棄物清理計畫書格式;蒐集日本、加拿大、美國、歐盟及香港之國外資料,提出國內農業廢棄物及農業剩餘資材管理方式之建議;調查全國38處漁會所屬之漁港漁船廢棄物清理情形,並辦理1場次漁港廢棄物妥善處理宣導說明會,輔導漁港應妥善清理漁船廢棄物;完成25場次之斃死禽畜非法流用場址訪視,並提出場址後續管制建議;配合署內檢討屠宰下腳料等動物性殘渣之管理方式。 二、醫療廢棄物 滾動式檢討醫療廢棄物管理策略;更新全國醫療廢棄物統計分析(103年第4季及104年第1季~第3季季報);維護醫療廢棄物宣導網站、手冊;檢討修正醫療相關事業廢棄物清理計畫書格式;蒐集香港、中國、美國、英國等醫療廢棄物管理規範,並與我國比較分析;查核輔導30家醫療機構,並完成查核報告;調查廢棄洗腎藥水桶及廢玻璃瓶之委託對象,並對再利用機構進行訪查輔導;調查含氯塑膠醫材之替代產品資訊,以及含氯醫療廢棄物非焚化處理資訊;研訂「滅菌處理標準、操作規定及相關管理規範」。 三、營建廢棄物 滾動式檢討營建廢棄物管理策略;更新全國營建廢棄物統計分析(103年第4季及104年第1季~第3季季報);維護營建廢棄物宣導網站、手冊;檢討修正營建相關事業廢棄物清理計畫書格式;修正各縣市環保局提報「一般廢棄物之裝潢修繕廢棄物清除處理再利用計畫」範例(草案)之內容,完成裝潢修繕廢棄物統計表修正表格;訪談31家裝潢修繕廢棄物處理設施,並依訪談紀錄及業者意見提出104年裝潢修繕廢棄物清理及再利用機構查核輔導報告;統計104年第1~3季各地方政府回報裝潢修繕廢棄物之資料;協助環保署訪視輔導屏東縣(恆春鎮、南州鄉)及臺南市(永康區及學甲區)裝潢修繕分類回收再利用處理中心,完成104年行政院環境保護署補助之裝潢修繕分類回收再利用處理中心訪視輔導報告。

Non-industrial Waste Management Review Project

英文摘要 The project conducted continuously review and promotion with respect to agriculture, medical, and constructional waste management. The following described three parts results of the work. First, The project continuously reviewed the agriculture waste management strategy. The project updated national agriculture waste statistics analysis(2013 the fourth quarter and 2014 the first quarter to third quarter analysis). The project maintained the agriculture waste information website and handbook. The project reviewed and amended agriculture-related industrial waste cleanup plan format. After collecting the agricultural waste and agricultural remainder material data from Japan, Canada, the United States, the European Union, and Hong Kong, the project proposed some suggestions on these aspects for the domestic authority. The project surveyed the treatment of the waste of fishing vessel in the ports belonging to 38 regional fishermen’s associations and held one promotion conference to counsel the proper treatment of waste of fishing vessel and port. After the visiting 25 illegal sites marketing of dead animals, the projects proposed the waste control scheme. The project also assisted EPA to review the management of animal residual. Second, The project continuously reviewed the medical waste management strategy. The project updated national medical waste statistics analysis(2013 the fourth quarter and 2014 the first quarter to third quarter analysis). The project maintained the medical waste information website and handbook. The project reviewed and amended medical -related industrial waste cleanup plan format After collecting the regulations of medical waste from Hong Kong, China, USA, and UK, the project compared these regulations with national regulation. The project checked and consulted 30 medical organizations for medical waste and compiled the report. The companies that recovered the hemodialysis waste in the barrel and glass bottle waste had been investigated. Moreover, the project visited and consulted the reuse organizations. The project also investigated the alternative products of chlorinated-plastic medical device as well as the non-incineration process for chlorined-plastics medical waste. Therefore, the regulations for the sterilization standard, operational requirements, and related management had been proposed Third, The project continuously reviewed the construction and demolition waste management strategy. The project updated national construction and demolition waste statistics analysis(2013 the fourth quarter and 2014 the first quarter to third quarter analysis). The project maintained the construction and demolition information website and handbook. The project reviewed and amended construction-related industrial waste The project revised the amendments content of “Municipal Waste of Decoration Waste Clearance and Disposal Plan” Example (draft)that escalated by local EPB, and then completed renovation waste statistics tables amendments. After interviewing 31 places that had renovation waste treatment facilities, the project proposed “Check and counsel reports of renovation waste disposal and reuse organizations, 2015” on the basis of the interview record and industrial opinions. The project updated renovation waste statistics analysis that reported by the local government in the first quarter to third quarter, 2015. The project assisted EPA in visiting renovation waste classification, recycling, and processing center in Pingtung County(Hengchun Township、Nanjhou Township)and Tainan City(Yongkang Dist、Xuejia Dist), and completed the visiting and counselling report.
