「廢電子電器及資訊物品回收處理技術提升暨販賣、回收處理體系管理」專案計畫

中文摘要 本計畫為健全回收處理制度,執行並完成下列工作:(1)為暢通廢液晶顯示器回收處理管道及提升認證作業效率,重新檢討廢液晶顯示器回收、處理及稽核認證作業流程,提出作業程序改善措施。另翻譯北美環境合作組織之環境健康與安全管理系統訓練教材,作為國內受補貼機構廠內自我管理提升之參考。(2)為兼顧安全與環保妥善回收處理含碳氫冷媒之廢電子電器,本計畫蒐集國外回收處理規範,並與處理業者、設備業者、再利用業者、製造業者、工業安全專家學者,就物質特性、技術可行性、設置成本及法規面進行討論,具體提出國內回收處理作業規範建議。(3)為合理補貼廢電子電器及廢資訊物品回收處理作業,完成廢物品回收清除成本估算,及評估不同尺寸及背光源顯示器回收處理淨成本,提出補貼費率調整參考。(4) 為增進販賣進業者及地方執行機關逆向回收政策執行成效,擇定量販業者進行專案輔導及辦理環保局種子教師訓練,另持續定期彙整執行成果統計報表及數據分析,以供環保署政策執行參考。

Project of upgrading technology and management of waste home appliances and waste IT equipment selling and recycling and system.

英文摘要 The objective of this project was to optimize the processing, auditing and certification in the practice of LCD monitor recycling to increase the efficiency of the whole take-back system in Taiwan. In addition, we translated the training materials of environmental health and safety by Canada, Mexico and the United States to implement the North American Agreement on Environmental Cooperation (NAAEC), into a reference tool for those recycling firms under Taiwan EPA recycling schemes. Besides, in order to design and propose a code of recycling for Hydrocarbon Refrigerant in recycling facilities, we also collected the standard operation process of treating hydrocarbon refrigerant in manufacturing and production practices from abroad. We used the overseas materials collected for discussion with domestic recyclers, equipment providers, material reuse business, manufacturers and industrial safety experts to come up with a domestic version of recycling standard operation process. This domestic version of the standard operation process was proposed based on substance characteristics, technical feasibility, cost reasonability and regulation availability. In order to reasonably subsidize the e-waste recycling practice, in this project, we have completed the estimation of collection cost for waste home appliances and waste IT equipment, and the estimation of recycling costs for LCDs with different types and sizes of backlight devices. Lastly, to enhance the performance of the take-back systems of retailers, we also selected large retailers for more education and training, enabling them to become the tutors for other retailers in the future while we have been continuously summarizing their performance for Taiwan EPA.
