104年度「車輛二氧化碳排放管制、環保駕駛與綠色運輸推廣計畫」

中文摘要 環保署於2015年起實施小客車二氧化碳排放標準,執行排放量申報審核、新車抽驗及標識查核等行政管制工作,另申報管理系統也完成與核章資料庫整合、能源局與交通部跨單位資料庫介接、廠牌分列及新車抽驗審核電子化等功能擴充,可簡化廠商申請程序與提升行政效能。 本計畫首先依據國內現況提出小貨車二氧化碳排放標準草案、評估小客車長程目標值、彙整國內外新車管制制度、環保駕駛推動與運輸部門管制策略及成果,也提出國內後續短中長期的減量策略方針與期程。 考量國際間即將導入之全球調和輕型汽車測試程序(WLTP),與國內車輛法規認證之測試程序(NEDC及FTP)之差異,進行33筆關聯性比對測試與轉換係數研究。結果顯示,相同阻力情境下,兩兩行車型態二氧化碳排放值具高度相關、WLTC與NEDC的PM排放值中度相關。另本計畫也進行實際道路污染排放的法規先期研究,在相同測試條件下,結果差異約2個標準差內,具高度穩定性。進一步探討影響CO2排放因子為油門控制度、轉速大小與車速,且耗油駕駛會比一般駕駛多30%碳排放量。 環保駕駛持續推廣部分,除將環保駕駛資訊網進行改版更新,也完成10場1,419人次訓練課程、編撰大客車訓練教材及宣導影片、提出模擬軟體導入規劃及納入考照制度評估。最後美國阿崗實驗室專家演講、執行單位與韓國交通安全公團簽署環保駕駛備忘錄之國際交流事項辦理,透過資訊與經驗分享,持續進行相關推動工作。

Promotion of eco-driving and green-transportation, and vehicle carbon dioxide reduction technology assessment program

英文摘要 Since 2015, the EPA has implemented the CO2 emission standards for passenger vehicles this project was commissioned by EPA to execute auditing on CO2 emissions reporting from vehicle manufacturers, new vehicle random audit testing and labelling check etc. administrative tasks. In addition, the vehicle CO2 Reporting management system has been integrated with certification database, established interface among BOE and MOTC databases, and expand the functionality of vehicle brand lists and new vehicle random audit tests to be electronically accessed to simplify certification process for manufacturers and improve our administrative efficiency. First this project has proposed the draft of CO2 emission standards for light duty trucks according to current domestic vehicle industry status; performed evaluations on the implementation viability of long term target CO2 emission limit values; collect and survey new vehicle management control strategies, eco-driving promotion status and achievements on the transport sectors domestically and abroad; also proposed timelines for the subsequently domestic short term and mid-term CO2 reduction strategies and policies. Consider that in the future the international countries would adopt the world harmonized light duty vehicle test procedures (WLTP). To compare the difference of test results on exhaust emissions under WLTP, and certification recognized NEDC and FTP test procedures, 33 correlation tests were being performed to investigate their conversion factors. The results have shown that, under the same road resistance the CO2 emission values from compared driving cycles are highly related to each other and the PM emission between WLTP and NEDC is moderately correlated. In addition this project also has performed pilot studies on the regulatory requirements for measurements related to exhaust emissions from real road field tests. Under the same test conditions with different driving situations, the difference of test results were within 2 standards deviations and deemed as highly stable. Further to investigate the factors that could affect CO2 emissions from vehicles which include acceleration throttle control, engine rpm and vehicle speed, and the investigation results show that 30% more CO2 emissions would be exhausted by drivers with higher fuel consumption tendency compared to normal drivers. As to the task of eco-driving promotion, in addition to update the Eco-Driving information website, this project has held 10 training courses with 1,419 person/even participants. Edited the training materials and promotion videos on how to perform the Eco-Driving on Buses, this project also proposed its planning of introduce simulation software into Taiwan, performed evaluations on the viability to adopt eco-driving into driver license tests. Finally, to communicate with international organizations, the project execution entity (ITRI) has invited one expert from the US Argon vehicle test laboratory to give lecturers; co-signed Memorandum of Agreement on Eco-Driving promotion cooperation with the Korea Transportation Safety Authority (KOTSA) to promote continuously the eco-driving related tasks through information and experiences exchange with both countries.
