“Motorcycle Regular Exhaust Inspection System” started from 1996, and has been executed for 19 years until now. This year, we endeavor to implement subsidy examination, guidance visit of inspection station, software/hardware certification, standard gas sampling inspection, feasibility assessment of gas concentration down-regulation, assessment of control/management policies, conduction of relevant meetings, integration/maintenance/management of database system, cost-effectiveness evaluation and reduction result statistical analysis, etc.
In 2015, the amount of the motorcycles in Taiwan conform to the subsidy conditions is about 7.57 million, and the amount of the subsidy approved is 0.606 billion NT dollars. In this year, the subsidies will be issued via electronic payment; the time between application and issuing of subsidy is reduced to be 0.8 month, which increases the efficiency by 2 times and optimizes the issue efficiency. The improvement rate of the subsidy application problems is increased to be up to 84% because of on-site guidance; in the meanwhile, we also clarify the reasons causing abnormal inspection data via vehicle on-site visit operation.
In this year, we execute the in-use standard gas sampling inspection for the first time, and the overall over-standard rate is about 6%. Regarding the standard gas concentration down-regulation research, there are totally 5 instruments having low accuracy in low-concentration section, and the real influence to the inspection result is about 1%. Regarding the regular inspection policies, it is suggested that a part of the charge can be paid by each motorcycle owner, and the definition of the targets to managed can be modified, and the penalty procedure can be simplified so as to increase the control/management efficiency; in addition, it is advised to discuss whether to reduce the inspection frequency of motorcycles causing low pollution, and focus on the control/management of motorcycles causing high pollution.
Regarding the annual regular inspection performance analysis, the overall inspection rate is 69.50%, and the overall failure rate is 7.72%; after the these motorcycles are improved by repair, CO and HC are reduced by 12,262 ton and 1,628 ton respectively; the amount of recycled and retired motorcycles due to the inspection system is 157,905, and CO and HC are reduced by 1,917 ton and 763 ton respectively; the amount of the samples of two-cycle and four-cycle motorcycles are 188,173 in total, and CO and HC are reduced by 3,810 ton and 1,881 ton respectively.
