The project, which was undertaken from June 5 to December 10, 2015, sought to provide assistance and technical support to help facilitate the operations of Yunlin County Low-Carbon Sustainable Homeland Promotion Team. The main objectives and duties covered in the project included: 1. Maintaining the operations of the “Low-Carbon Sustainable Homeland Project Office”; 2. Low-carbon community guidance: Assisting targeted communities to be certified as low-carbon sustainable homeland in line with the Environmental Protection Administration (EPA)’s Low-Carbon Sustainable Homeland Project; 3. Holding educational and promotional activities for low-carbon sustainable homeland; and 4. Developing a greenhouse gas inventory for Yunlin County’s administrative districts in order to establish the baseline data.
1.This project held “eco-greening” meetings for the Technical and Information Consultation Group in July, September and November, respectively, in order to maintain the operations of the Low-Carbon Sustainable Homeland Project Office according to the final project report.
2.A proposal for low-carbon sustainable homeland certification at the county/city level was submitted to the EPA, and Yunlin County was nominated for the certification. At the village level, guidance was provided so that the County’s communities would be certified. A total of 16 communities were nominated for certification, including Houcuo, Shuangrencuo, Lunfeng, Shibi, Huanan, Zhanghu, Lunbei, Pingding, Linzhong, Chongxing, Wutu, Huben, Xitun, Aquan, Xinji and Xingtong.
3.With respect to the work of guidance for community improvement, due to the notable carbon reduction effects of energy efficient equipment, the project made the installation of lighting systems a priority. After 12 communities were selected for public lighting system replacement, assistance was provided for the completion of related work.
4.Ten educational and promotional activities in total have been held, among which five were attended by up to 100 persons, and the other five by 60 persons. Total attendance was 976 persons.
5.Maintenance has been continued for Yunlin County’s low-carbon sustainable homeland mobile website, and the EPA website for low-carbon sustainable homeland has also updated information on the oversight and management of Yunlin County’s efforts and achievements in carbon reduction, project management and information posting on a regular basis.
6.The greenhouse gas inventory report was completed. In it, the investigation of 2013 emissions in administrative districts indicated that Yunlin County’s net emission was 38,419,107.14 CO2e (excluding 26,639.86 CO2e of net biogenic carbon flux from the forestry sector and 22,651.89 CO2e of scope 3 emissions).
7.According to EPA’s low-carbon sustainable homeland evaluation and certification system, Yunlin County occupies an expansive geographical area and consists of a high number of townships and villages. Therefore, it is suggested that low-carbon guidance for Yunlin County’s communities focus on the improvement of the entire county, rather than specific districts. The promotion results of the Technical and Information Consultation Group were discussed and compiled to present the County’s overall achievements in low-carbon efforts this year. The Group is expected to continue serving as a platform for realizing full coordination and communication in working toward carbon reduction.
