103-104年度環境保護產品規格標準專案工作計畫(第2年)

中文摘要 本年度蒐集國內外資訊上,發現各國環保標章計畫近年來新增規格標準速度有減緩之趨勢,主要著重於現有規格標準之修訂及整併,而於驗證及追蹤查核部分,主要以風險管理概念,隨機抽查,如發現違規,最重可處停止廠商環保標章使用權。在宣傳推廣上,已有部分國家逐步明確規範政府優先採購環保標章產品,並透過大型採購者力量要求供應商生產符合相關綠色規範之產品,共同提升環保標章之認知度。 在研(修)訂環保標章產品規格標準部分,共完成外接式硬碟、不斷電系統、生質燃料油、發光二極體(LED)道路照明燈具、電烤箱、電動碎紙機、電咖啡機、門窗、室內照明燈具、壁紙、吸塵器及鞋類製品等12項新增產品項目,及完成回收再利用碳粉匣、墨水匣、回收玻璃再生品、回收塑橡膠再生品、窯燒類資源化建材、非窯燒類資源化建材、顯示器、筆記型電腦、電腦主機、桌上型個人電腦、電風扇、回收再生紡織品、面紙、使用回收紙之衛生用紙、小汽車及機車等16項修正產品項目,並辦理3場次廠商申請說明會及1場次實驗室相關檢測認可說明會,以協助廠商申請並與實驗室交換意見,納入制度檢討之參考。 此外,本年度全球環保標章網路組織(GEN)活動上,共有3名同仁參與,由陳靖原總監取得1席GEN董事,接續維持我國代表性及影響力,並透過提出環保標章產品環境效益評估報告,取得環境績效研究工作小組之主導性,凸顯我國之相對領先地位。 後續工作上,除持續關注國內外環保標章制度發展、適時處理廠商意見及舉辦相關說明會外,相關工作仍朝研訂新興產品,並清查各類產品項目環保標章規格標準,予以通盤整併。中長期建議上,可考量委託公正獨立輔導單位,統一辦理輔導廠商申請及諮詢服務,及強化環保標章廠商肩負宣導推廣及教育消費者之責任;如在資源允許下,仍建議可舉辦環保標章國際研討會,訓練各國標章組織與人員,維持基礎之國際交流能量,並透過專業公關或媒體單位經營模式,強化環保標章推廣效果,並提供相關優惠活動吸引消費者選購環保產品。

103-104 Study on the Development and Revision of Green Mark Product Criteria.

英文摘要 During the gathering of relevant domestic and overseas ecolabelling information, it was observed that many ecolabelling programs are starting to slow down in introducing new product criteria, and instead focused more on revising and integrating existing product criteria and standards. In performing follow-up surveillance activities, many programs are also found to emphasize more on the risk management concept and random sampling. If non-compliances are observed during the surveillance activities, the most severe penalties are usually the termination of license holder’s right to use ecolabel on non-conforming products. While promoting green consumption, several countries have mandated the preferential purchasing of eco-labeled products by government agencies, and leading multinational companies are also imposing green requirements on their suppliers to produce green products. These public and private initiatives can all serve to increase consumers’ awareness of ecolabelling. During 2015, 12 new criteria have been developed, including: external hard drives, uninterruptible power supply systems, bio-fuel oil, light-emitting diode (LED) street lamps, electric ovens, electric shredders, coffee machines, doors and windows, interior lighting, wallpaper, vacuum cleaners, and shoes. A total of 16 product criteria have also been revised, including: recycled toner cartridges, ink cartridges, products made from recycled glass, products made from recycled plastics or rubber, kiln-fired recycled building materials, non-fired recycled building materials, displays, notebook computers, computer systems, desktop personal computers, fans, recycled textile products, facial paper, toilet paper, cars, and motorcycles. In addition, three informational seminars have been offered to manufacturer applicants, and one information seminar was held on testing requirements during Green Mark application process. These seminars served to provide assistance to manufacturers in applying for Green Mark, while also receive views expressed by participants from testing laboratories, which can be used as inputs during the future review of the Green Mark Program. This year, three representatives from EDF attended the 2015 GEN Annual General Meeting held in Hong Kong, and Mr. Chin-Yuan Chen was selected as the member of the GEN Board. During the meeting, Mr. Chen also presented the results on evaluation of product environment performance of Green Mark products, and was assigned by the new GEN Chair to lead the GEN working group on environmental performance evaluation. Thus, EDF will be able to set the direction for future research, and continue the lead in this field. Besides paying attention to development of domestic and overseas ecolabelling programs, responding to views and comments expressed by Green Mark licensees and applicants, and organizing relevant informational seminars, it is recommended that future work of the Green Mark Program should include developing product criteria for new product categories, reviewing existing product criteria, and considering integrating criteria for similar product categories. Regarding recommendations for medium to long term work, it is recommended that EPA-Taiwan commission some impartial and independent consultancies to offer consulting services related to Green Mark application process, and strengthen the requirement that Green Mark users are also responsible for conducting consumer education and awareness activities. If resources are available, it is recommended that international ecolabelling workshops or seminars should be held in order to offer training to personnel of newly founded ecolabelling programs, in order to maintaining the capacity for international cooperation and information exchange. To improve the promotion of Green Mark, the promotion activities are recommended to be managed by professional public relations firms, and incentives should be provided during these activities to increase consumers’ interests.
