空氣品質監測技術提升計畫

中文摘要 本計畫執行期限自民國 104 年 7 月 30 日至 105 年 7 月 29 日止,計畫主要工作目標包括如下: (1) 輔導地方環保局空氣品質監測品保作業 、 (2) 編修訂空氣品質監測技術手冊、 (3) 編撰 104 年空氣品質監測年報。其中輔導地方環保局空氣品質監測品保作業之具體工作項目包含:完成 10 站次自動站查核、40 站次手動站查核及各縣市輔導監測維護、數據分析及審核。 地方環保局自動監測站共有 9 縣市設置 31 站次, 本計畫選取 8 縣市共 10個監測站進行績效查核(其中彰化站因不屬一般監測站,未列入本次查核之列),查核總項次為 166 項,其中未達查核數據品質標準共 10 項次,整體查核滿意率 94.0% 。 10 個測站中共有 5 站次查核滿意率為 100% , 最低滿意率為 62.5%。 地方環保局手動監測站共有 21 縣市設置 152 站次 TSP,其中 3 縣市設置10 站次 PM2.5 手動採樣器。 本計畫依據各縣市站數比例進行選站及查核,共完成 41 站次手動站查核(其中 39 台 TSP、6 台 PM2.5),TSP 手動採樣器計 5台未達查核數據品質標準,查核滿意率為 87.2% ; PM2.5 手動採樣器僅 1 台採樣器誤差超過標準,查核滿意率 83.3%。 本計畫期間共執行 21 縣市地方環保局空氣品質監測輔導 ,輔導內容包括:監測站操作維護及管理、品保品管作業及監測數據處理及審核三大類。輔導結果顯示,地方環保局監測系統運作品質,與縣市資源(經費及人力)的投入量直接相關,若資源充足前提下,監測數據亦可能建立相關篩選軟體或有專人把關檢視,例如高雄市即有不錯的管理成效;反之若投入資源相對不足,則較難維持一定監測數據品質。在本年度輔導成效的基礎上,建議環保署可建立持續的督導機制,並提供相關技術手冊、作業要求及一系列監測訓練,以逐步提升地方監測及管理水準。 空氣品質監測技術手冊編修訂共有四個主題,分別為:(1)空氣品質監測站選址作業程序、(2)空氣品質監測站管理手冊、(3)空氣品質監測站數據處理作業程序、(4)空氣品質品保技術作業程序,均已完成提交。手冊內容主要依據環保署現行空氣品質監測網管理架構進行撰寫,並將已過時作業程序進行檢討及修改。此四份手冊除作為環保署一般性之監測指引外,對於設置有空氣品質監測系統之單位未來也可予以參考使用。本計畫需編撰 104 年空氣品質監測年報,年報內容除包括一般空氣品質監測項目外,此次編寫亦將細懸浮微粒指標及手動監測結果納入,並以視覺化圖表方式呈現各濃度及指標值,以比較不同縣市、類型、空品區及歷年的差異。 計畫中另須針對環保署 6 台空氣品質監測車之監測結果提出監測分析報告,計畫期間持續就各監測車於不同監測地點/日期/監測項目分別提出監測報告,共計完成 29 本監測報告並提交。

Air quality monitoring technology improved project

英文摘要 This report summarizes the project results acquired from July 30, 2015 through July 29, 2016. The main objectives of this study are (1) to assist regional Environmental Protection Bureau (EPB) on quality assurance of air quality monitoring, (2) to revise the current air quality monitoring technical manual, and (3) to update the 2015 annual air quality monitoring report. The specific objectives of assisting regional EPB’s air quality monitoring process include data analysis and evaluation as well as auditing ten automated monitoring stations, forty manual monitoring stations, and maintaining regional monitoring stations. The automated monitoring stations for regional EPB include nine counties with a total of thirty-one monitoring stations. This report summarizes the performances from eight counties with ten monitoring stations. Changhua station is not included in this report because it is not a typical monitoring station. Its performance is not included in this analysis. Among a total of 166 items audited, ten items did not meet the quality specification. The average satisfaction rate is 94.0 %. Five out of ten monitoring stations show 100% satisfaction rate. The lowest satisfaction rate of 62.5%. The manual monitoring stations for regional EPA consists of twenty-one counties with total of 152 TSP monitoring stations . Among these twenty-one counties, three counties have ten monitoring stations for PM2.5 manual sampling tools. TSP station audited a total of thirty-nine samples and five samples did not meet the quality specification. The satisfaction rate is 87.2%. In addition, five monitoring stations audited six PM2.5 manual sampling instruments. Among these six PM 2.5 sampling instruments, only one passed the specification. The satisfaction rate is 83.3%. This project assisted regional EPB air quality monitoring stations for twenty-one counties. Tasks assisted include (1) monitoring station operation, maintenance, and management, (2) monitoring quality assurance and quality control procedures, and (3) monitoring data processing and evaluation. The results indicate that the operation quality of regional monitoring station can be enhanced under sufficient support of funding and human resources. Monitoring data can also be provided to software engineers to design relevant programs for performance evaluation. For example, Kaohsiung city has demonstrated efficient performance on management system. On the other hand, poor outcomes can easily be received if lack of relative supports. Based on this year’s results, it is recommended that the Central EPA establish a continuous supervisory system to increase the regional EPA’s enforcement quality and provide guidelines on technical manual, operation requirements, and specific training courses. Air quality monitoring technical manual consists of four subjects; (1) siting procedures for air quality monitoring station location, (2) management manual for air quality monitoring, (3) air quality monitoring station data processing procedures, and (4) air quality assurance procedures. This manual is written mainly based on current air quality monitoring management structure and eliminated any outdated procedures. These four sub-manuals should serve as typical guidelines for air quality monitoring systems of EPA and any other units. This report includes typical air quality monitoring items, micro suspended particles index, and manual monitoring station results. Specific figures containing all the indexes, concentrations, and all the comparison are presented. The results from six mobile air quality monitoring trailers including data analysis at specific dates and locations for each of the items are also presented in the report. A total of twenty-nine monitoring reports are also attached.
