104年環境保護許可系統、事業廢棄物申報管理系統及清運機具監控系統管理專案計畫

中文摘要 本計畫主要負責EMS、IWR&MS及GPS三大資訊系統之維運工作,同時,亦協助提供環保署於事業廢棄物管理上適切之策略建議。在今年度計畫工作項目共計65項(未含提供4名人力支援),可依工作屬性區分為系統功能提升與強化、提升廢食用油流向管制成效、資料彙整及行政支援等3大類型,執行成果重點概述如下: 今(104)年本計畫依使用者對於系統所提建議及意見,持續提升系統友善度,包括將產出情形及貯存情形二項申報功能之操作方式及介面調整為趨近一致、針對各項申報時限以主動寄送通知信方式提醒業者應儘速完成申報、於GPS平台導入車牌辨識軟體供稽查人員快速了解特定車輛之相關資訊等5項,藉使EMS、IWR&MS及GPS等管理工具,更符合使用者所需。 另配合去(103)年黑心油品事件,環保署已加強廢食用油產源管理作業,故本計畫除於4月前協助環保署完成包括產源名單篩選比對後提供、更新申報作業資訊彙編內容、提供本次新增之列管對象申報率統計分析,及協助22縣市環保局辦理管制編號大批要號作業外,更因應7大部會之再利用管理辦法修訂,配合調整與廢食用油相關代碼有關之功能調整,包括再利用登記檢核系統、代碼表修訂等事項;此外,為確保事業廢棄物管理制度可更符合實務運作,對於毒性有害事業廢棄物、醫療性廢棄物等20項廢棄物,本計畫亦均已全數完成相關檢討作業。 本計畫今年度仍持續提供事業廢棄物各項申報資料之統計彙整,並依合約要求完成1次年報彙整、14次共計24類管理軸向之申報數據統計及系統更新;在系統維運與行政支援部分,除定期進行資料庫排程、備份作業維護確認及系統重新啟動等事項外,更協助環保署完成至少332件以上之臨時需求。

Integration of Environmental Protection Permitting system,and online Management and Monitoring Functions for the Waste Clearance Vehicle Prompt Tracing System(Global Positioning System) Management

英文摘要 This Project is responsible for the maintenance and operation of three main information systems: EMS, IWR&MS and GPS. At the same time, it also assists by providing appropriate strategic suggestions for EPA (Environmental Protection Administration) on industrial waste management. There are 65 item in this year's plan (excluding offer of the 4 personnel support ). According to the item of property, they can be classified into 3 types: system function enhancement and strengthening; improvement of waste cooking oil tracking and control; and data compilation and administrative support. The execution results are as follows. Based on the suggestions and comments in feedback by the users of the system, this year (2015), the Project has continued to upgrade the user-friendliness of the system, including adjusting the operation mode and interface of the two report functions (generation and storage) to become consistent, sending users notification letter to remind that complete report in deadline, and facilitating inspectors to quickly acquire the information related to specific vehicles by introducing the plate identification software on the GPS platform, so that management tools such as EMS, IWR&MS and GPS will better meet the needs of the users. Also, due to the oil scandal in 2014, EPA has strengthened the management of waste cooking oil sources. Therefore, in addition to assisting EPA with the completion of the generator list filtering and matching, updating the compiled contents of the reporting information, providing statistics and analysis on the reporting rate of the newly numbers of designated businesses, and also assisting 22 local environmental protect bureau to handle and manage a large batch of control numbers before April. Response to the Reuse Management Regulations of the 7 ministries that also carried out function adjustment relating to the codes of waste cooking oil, including reuse register and checking system, code table revision, etc.. Furthermore, in order to make the industrial waste management system more practical, the Project has actively completed related review work concerning 20 kinds of wastes, including toxic industrial wastes and medical wastes. Therefore, the Project this year has continued to provide statistics and compilation of the various types of reporting information of industrial wastes. And according to the contract the project has completed 1 annual compilation, 14 statistical compilations of 24 kinds of management reporting data, and system updating. As for system maintenance and administrative support, besides the regular database scheduling, backup operation, maintenance and system rebooting, it has also assisted EPA in completing at least 332 provisional requests.
