104年度廢棄工廠土壤及地下水污染潛勢評估及調查計畫(甲)

中文摘要 本計畫為104年度廢棄工廠土壤及地下水污染潛勢評估及調查計畫,包含二個子計畫,分別由瑞昶科技(股)公司及美商傑明工程顧問(股)台灣分公司執行,計畫執行期間為104年5月至105年11月。 本計畫一方面延續歷年廢棄工廠調查計畫執行成果,加速完成全國廢棄工廠調查及管理工作,一方面要擴大計畫之成果效益,強化廢棄工廠環境風險篩檢機制系統功能,擴大應用至運作中工廠及擴充其他污染潛勢業別,建立全國工業場址污染潛勢地圖,及建置廢棄工廠土地履歷,作為全國廢棄工廠土壤及地下水施政管理及政策推動之依據。 本計畫配合環境風險篩檢系統,加速完成全國廢棄工廠體檢,全面進行工廠盤查,賡續完成第二批公告事業之高污染潛勢廢棄工廠計有1,693家廢棄工廠盤查作業,以完備廢棄工廠全面性管理;同時,針對廢棄工廠盤查結果屬【A類】(工廠現況有調查執行性者)且風險篩檢評分屬高、中高環境風險潛勢(紅燈及橘燈)之1,056家廢棄工廠進行環境場址評估作業;再經環境場址評估後,優先以環境風險篩檢篩選機制結果之紅、橘燈及場址現況分類結果篩選39家優先調查之工廠進行土壤及地下水污染調查作業。 針對39家調查土壤及地下水污染調查及查證工廠,發現有20家土壤或地下水污染情形,發現率51.2 %。環保署業已召開全國廢棄工廠污染場址後續處理研商會,責成地方環保局儘速辦理土壤及地下水污染場址行政管制及污染源追查,並確實查察各該污染場址附近是否有居民使用地下水、種植食用農作物或農漁生產等應變措施,有效達到預防污染擴散。 本計畫完成廢棄工廠環境風險管理系統平台擴充。以廢棄工廠篩檢機制之演算流程及運算邏輯為基礎,建立運作中工廠公式及參數進行運算,有效呈現運作中工廠燈號管理,並新增環境風險篩檢業別至80類,達到擴大應用廢棄工廠環境風險篩檢系統平台之目標,以燈號管理提升整體工廠管理效率,並完成廢棄工廠土地履歷建置。 此外,辦理「工業場址土壤及地下水污染預防管理研討會及成果展」,參加人員386人次,充份達到土壤及地下水污染預防及教育的效果;同時,辦理「土水污染追追追」微電影徵選活動,參賽作品達114件,有31件作品得獎;另取得台灣智財局3項專利核定,計畫成果倍受肯定;亦協助環保署推動工廠土地污染責任保險發展策略,將廢棄工廠調查成果作為推動工廠污染保險保單及制定保費之參考依據。

Site Assessment and Investigation for Soil and Groundwater Potential Contamination of Abandoned Factories (2015)

英文摘要 The project, “Site Assessment and Investigation for Soil and Groundwater Potential Contamination of Abandoned Factories (2015),” including two subprojects was conducted by Apollo Technology Co., Ltd and MWH Americas Inc., Taiwan Branch. The execution period of this project is from May 2015 to November 2016. The project contains two goals: continuing the process of the investigation and management of abandoned factories in Taiwan and improving the strategies for environmental risk assessment system. Our team aims not only to accelerate the investigation to complete the management of abandoned factories, but to apply the system to the operating factories and other industries with pollution potential so that we can organize a map with the industrial plants with pollution potential and establish the profiles of the abandoned factories as the basis of the administrative management and policies for soil and groundwater environment at the abandoned factories in Taiwan. The project implemented the survey to a total of 1,693 abandoned factories which were proclaimed with high pollution potential (Phase 2) based on the environmental risk assessment in order to accelerate the management process. Particularly, the team selected 1,056 factories classified as Category A (with the feasibility for investigation based on the in-situ status), red light (high pollution potential), and orange light (medium-high pollution potential) to conduct the environment assessment at the sites. After the assessment, 39 sites were ranked as the prior objects for contaminated soil and groundwater investigation. Accordingly, groundwater or soil pollution was found in 20 sites among the objects. The discovery rate is 51.2%. As a result, Environment Protection Administration called a conference to discuss the follow-up measurement for the polluted abandoned factories in Taiwan and claimed the local environmental protection bureaus to take the administrative control on the certain sites and investigate the pollution source. Also the authority needed to investigate if the inhabitants of those areas utilize groundwater for agricultural or fishery purposes avoid the expansion of the pollution range. On the other hand, in order to enlarge the scope of the environmental risk assessment system of abandoned factories, not only did we add 80 more industry categories as the objects for environmental risk assessment, but presented different pollution potential of the operating factories via signal light classification. The ranking principal was based on the parameters of the screening formula for assessment system of abandoned factories. In this way, we are able to manage the factories much more efficiently by the signal light classification and establish the profiles of the abandoned factories to achieve the goal to amplify the environmental risk assessment system’s capability. In addition, we held the “Conference and Exhibition for Precaution and Management of Soil and Groundwater Pollution.” With 386 participants, we achieved to promote the notion of precaution and education of soil and groundwater pollution. We also held a micro film contest. 31 pieces were awarded among total 114 participating works. Other than those interactive events, three technologies were granted patents by the Intellectual Property Office, Ministry of Economic Affairs, R.O.C. The performance of this project was highly affirmative, and it could support the promotion of liability insurance of polluted factories. The authority could utilize our results to design the insurance policies and fees for polluted factories.
