There were 6 major topics in the implementation of this year’s project:
Tasks related to industrial waste reuse and renewable resources: This year’s project included mainly the analysis of current situation of waste reuse and renewable resources and the promotion of the reuse regulations. Evaluation and analysis was carried out on the development of domestic reuse industry, and 5 strategic suggestions about the guidance and control of the industry were proposed. In the aspect of laws and regulations, Industrial Waste Reuse Management Regulations of the Environmental Protection Administration (EPA) was reviewed in order to propose the 6 direction of the amendment and draft suggestions and make further suggestions about reuse laws and regulated of the related industrial authorities. Furthermore, the industrial waste disposal plan, enterprises’ online application records and telephone interviews were used to understand the market requirement and distribution of domestic renewable resources and the current development and the capacities of related industries.
Analysis of policies and systems concerning urban mining and formulation of related management strategies and promotion measures: The project put emphasis on the recycling of rare and precious metals in electronic waste. We investigated urban mines in Japan, Korea, China, USA and Taiwan, their promotion situation, regulations and policies, and their development trend, compiled related information and projects of resources recycling and reuse and interviewed experts in the industrial and academic fields. Based on the results, we evaluated the positive and negative effects of urban mining on environment, economy, strategic resources and society, and summarized the 5 themes to provide management strategy, further proposed the short-, medium- and long-term promotion measures to implement urban mining.
Implementation of management measures concerning industrial waste reuse: We carried out the checking of waste and reuse products declaration management and the monthly checking through the declaration of recycled products made by the reuse agencies of EPA and submitted the report every season. The whole-plant-flow checking was carried out for 14 reuse agencies, after which the flow relationship chart was drawn to facilitate administrative agencies to understand quality balance and establish a complete back-end flow management system. To improve the content of “Reference manual of industrial waste reuse management”, 5 new reference guidelines concerning waste reuse management were updated and added to serve as the reuse management reference for each environmental protection agency and to enhance the management efficiency of reuse agencies.
System maintenance operations: The project mainly maintains and updates the “Recycling management system”, “Second hand goods exchange and information integration platform” and “Resources recycling and reuse promotion website”. “Reuse system” has integrated the reuse function of “Industrial waste Report and management system”, and will regularly update the system information, investigate users’ demands and increase related functions. “Second hand platform” increased 6 new functions to encourage the environmental protection concept of recycling and reusing second hand resources. “Promotion website” continuously carried out overall aesthetic improvement and updated related regulations and new meeting data. Information security inspection has been carried out regularly on 3 systems, while the industrial monitoring and amendment were done in cooperation with EPA.
System and platform promotion activities: To promote the “Recycling management system” to ministries/administrations, local environmental protection bureaus and reuse agencies, the project held 3 promotional workshops on resource products declaration methods and recycling management system specially for reuse agencies, which attracted 506 participants, exceeding 90 participants required by the agreement. To promote experience exchanges and the “Second hand goods exchange and information integration platform”, we held “2015 Organization learning and visit activity of demonstration site” and “Green living carnival”, which attracted a total of 600 participants. The platform increased 7,000 visits.
The administrative assistance of reusable and renewable resources managements: An independent office was set by the EPA, which has completed 2 review cases of reuse permit application, collected approved documents of each ministry/administration, carried out the monthly checking of resource products management records and declaration data, and presented 3 pieces of legal proposals about doubts of execution, while assisting the compilation of renewable resources recycling and reuse achievements by each ministry/administration and “2014 Resources recycling and reuse annual report” and organizing the “Renewable resources recycling and reuse task force” and “Renewable resources recycling and reuse promotion committee”. Meanwhile, it helped handle the cases concerning regulations and systems, management measures, capacities, questions from the public and industries, etc. By December 15th, it has handled 100 cases in total, including 24 letters of the Minister’s mailbox.
