固定污染源有害空氣污染物管制暨消費性產品揮發性有機物管制計畫
中文摘要 | 本計畫參採國內外資料提出「固定污染源空氣污染物排放標準」修正建議,提出61項有害空氣污染物管道標準換算係數a2值修正,並於附表一加嚴或新增HAP物種周界排放標準初擬草案。以膠帶業製造、金屬表面塗裝程序、汽車/輕型貨車表面塗裝程序、凹版印刷作業程序等空污費個別物種排放量大之製程進行之MACT底限分析結果依序為98.4%、96.2%、95.6%及42.7%。以鋼鐵冶鍊業進行行業別控制技術調查結果顯示,主要製程別粒狀物(重金屬)之MACT底限為金屬軋造程序99.8%,電弧爐煉鋼製造程序99.0%,焦碳製造/副產品程序99.7%,鐵初級熔煉/燒結程序99.5%,鐵初級熔煉/熔礦程序99.8%,煉鋼程序99.6%。透過評析加州架構並與國內制度比較,提出固定源HAP排放申報欄位需求及固定源HAP健康風險評估工具。國內大氣環境HAP濃度解析結果顯示,有害VOCs及戴奧辛環境濃度較國外對應之環境濃度值為低,但較歐美實際監測值略高。建築塗料VOCs管制工作,已提出「建物及工業維護塗料揮發性有機物含量限值標準」及「建物及工業維護塗料之製造或進口許可證管理辦法」草案初稿,並分析推動替代方案與VOCs含量檢測方法等配套作業。消費商品揮發性有機物管制已選定髮用化妝品及液體清潔劑為調查品項,完成消費商品VOCs含量調查。 | ||

Plan for Audit Air Pollutants Emissions from Stationary Sources and Consumer Products VOCs Control System
英文摘要 | The tasks of this project are including three parts: to prepare the instrument of HAP control of stationary sources, the air toxics risk assessment procedure for facility-specific, and the VOCs control strategy for coatings and consumer products. Air toxics emission standard of 12 states of United States, European Commission, and Japan have been collected. Based on the available information, the factor a2 and ambient limit for 61 toxics were suggested in the Air Pollutant Emission Standards of Stationary Sources. The results of MACT floor are 98.4, 96.2, 95.6, and 42.7% for the facilities of tape manufacture, metal external coating, vehicles external coating, and gravure printing respectively. Iron and steel smelting, including integrated steel mill and electric arc furnace steelmaking, is selected as target for HAPs control technology survey in this project. The results of MACT floor are 99.0% for electric arc furnace steelmaking and are 99.6 to 99.8% for the main processes in integrated steel mill. The framework of emission reporting system and health risk screening tool (Taiwan HRA System) for air toxics are also evaluated in this project. Ambient concentrations of organic air toxics from photochemical monitoring stations, and heavy metal, dioxins from monitoring projects were analyzed. The results indicated that the ambient concentrations of organic air toxics are lower than the ambient screening value of Texas, and dioxins are lower than the ambient standards of Japan. The draft of VOCs limit of architectural and industrial coatings has been established as well as the strategy of enforcement is also provided in this progress report. Hair cosmetics and liquid cleaners were suggested as the items to do survey for VOCs content of consumer products. | ||
