工業廢棄物清理管理檢討專案計畫

中文摘要 本計畫透過檢討近五年國內工業廢棄物產出、處理/再利用情形及處理量能等資料變化，並配合產出情形推估方法之研析成果，研提工業廢棄物清理管理建議報告；並針對具清理問題之工業廢棄物(爐碴、集塵灰、污泥及廢溶劑等)，調查其清理及資源化現況，檢討去化或長期貯存情形，研提管理建議；另因應廢食用油回收業者全面列管致回收量突增恐引起之去化問題，探討廢食用油轉製生質燃料油之運作業機制及相關去化管道；此外，配合「指定公告應置廢棄物專業技術人員之事業」之修正公告實施，辦理環保機關諮詢服務作業，並進一步檢討廢棄物專業技術人員之管理現況，研提精進管理建議，以及持續辦理事業廢棄物清理計畫書委託審查合理性及完整性評估，藉此強化事業廢棄物清理計畫書審查管理機制。

Evaluation on Industrial Waste Disposal Management Strategy

英文摘要 Based on examining the internal data of industrial waste generation, disposal, recycling, and disposal capacity within recent five years, and the results of waste estimation method, the clearance disposal and management proposal of Industrial waste was proposed. The clearance disposal and recycling of industrial waste that difficult to clearance, including furnace slag, flue dust, sludge, and waste solvent were investigated and the final disposal or long term storage was evaluated. According to the investigation and evaluation, its management proposal was proposed. On the other hand, in order to deal with the surge of recycling of used cooking oil resulting from the complete control of oil recycler, the biofuel production from used cooking oil and its final disposal were studied. Moreover, based on the regulation of 「Enterprises designated Waste Professional Technical Personnel」, this project provided Environmental Protection Bereau an consultative service and investigated the applied situation of enterprises. To enhance management of the industrial waste disposal plan, the industrial waste disposal plan was continually audited for rationality and integrity assessment.
