104~105年應回收廢棄物稽核認證團體(非塑膠廢容器類)
| 中文摘要 | 本計畫執行期間104年1月1日起至105年12月31日止，以下統計自104年1月1日起至105年12月31日，本計畫執行非塑膠廢容器處理之稽核認證作業查核內容主要包括：回收量及處理量稽核、作業程序稽核、環境稽核及會計稽核等工作。本計畫稽核認證回收量及處理量之執行成果，非塑膠廢容器稽核認證回收量計562,094,170公斤；稽核認證處理量計564,565,772公斤。 本計畫已完成每位新進人員40小時以上之職前訓練及專業考核，並執行22場每月定期會議訓練。此外，於104年2月27日~28日及105年2月27日~28日完成2場之專業集訓。處理業作業設施查核結果中，不合格比率以回收貯存方法規範之異常為最高，占總查核缺失次數之78.4%。重大異常部分以認證區堆放非認證物品、受補貼機構CCTV攝錄系統斷訊致無法判讀及CCTV攝錄系統斷訊未於24小時內進行通報；而一般異常部分則以稽核認證設備異常之缺失共計642次，占總一般異常發生次數之95.5%。會計稽核之執行，並未發現任何異常情事。變更申請審核已完成40件處理業書面資料審核工作。 本計畫執行期間已累計執行稽核認證5,850場次，此外，處理業因違反稽核認證作業手冊之規定而予以記點扣量處分，共計發生3次缺失扣量，扣量總重合計335,068公斤，以及缺失記點合計32點，此外，已完成受補貼機構地磅抽驗合計79場，相關抽驗結果並無異常情形。 | ||

The Inspection and Certification Third Party on Due Recycled Waste（Non-Plastic Waste Containers）
| 英文摘要 | The project period was from Jan 01, 2015 to Dec 31, 2016. According to the results of auditing and certification from Jan 01, 2015 to Dec 31, 2016, the main tasks included the auditing processes of collection quantity, recycling quantity, operational processes, environment, and accounting. The total certified recycled quantity of non-plastic waste containers was 562,094,170 kilograms and the total certified disposal quantity was 564,565,772 kilograms. For the results of the auditing training, every new inspector was required to complete at least 40-hours training and related examinations. The project also conducted 22 vocational trainings hold monthly. Besides, the professional trainings were completed on 27~28 Feb., 2015 and 27~28 Feb., 2016. According to the results of operational processes auditing for recycling facilities, the major abnormal events were violations of the collection and storage regulation which contributed 78.4% of the total. In the other hand, there were 642 minor abnormal events of certification equipments malfunctions which contributed 95.5% of the project’s total minor abnormal events. There was no abnormal event regarding to the accounting auditing for disposal industry. During the project period, foundation of Taiwan industry service completed 40 qualification data inspections for disposal entities. There was no critical failed compliance within the scope of the accounting function auditing. During the project period, total of 5,850 field inspections were conducted. Violations of auditing and certification were recorded and penalized with point recording or certified quantity deduction. 32 violation points and 3 quantity deductions were counted as a result of violating the facility standards. The total deduction of recycling quantity was 335,068 kilogram. No abnormal event occurred among 79 random verification events of weighing scales. | ||
