104年度使用中柴油車污染調查及保檢制度推動

中文摘要 移動污染源係造成都會區空氣品質劣化的主要原因之一,也是環保及交通主管單位加強管制重點,其中柴油車排放之黑煙最令民眾所詬病。為改善柴油車黑煙排放,環保署除執行柴油車不定期檢驗與稽查,亦推動柴油車保檢制度、辦理柴油車保養廠認證、自主管理結合空品淨區,以及規劃清潔車輛(垃圾車)裝置後處理器(濾煙器)運行維護五年計畫。其中,保養廠認證成效,以原廠為例,非認證之原廠維修保養後再被通知比例為6.4%,而認證後之原廠再被通知率為2.5%,顯示環保署推動保養廠認證作業,可強化原廠檢修污染控制元件,進而達到污染改善效益。 濾煙器部分,本計畫彙整臺北市等6個縣市完成280輛垃圾車安裝濾煙器,整體污染改善率達85.0%,而馬力變化率約-0.2%。依現階段示範運行辦理成果,落實濾煙器設備點檢驗收、慎選安裝車輛及落實執行濾煙器定期再生及操作維護,即可確保濾煙器發揮預期效益。 為持續提升全國各縣市柴油車檢驗線之相關性測試品質,本計畫彙整近年相關性測試、複測常見問題,並辦理全國柴油車檢驗人員教育訓練,就常見檢測糾紛案例、維護民眾權益、踐行標準測試程序、測試儀器維修檢校及實驗室品保品管等項,邀請具實務經驗之講師予以授課,進而提升檢驗人員專業素養、落實排煙檢測站品保品管作業。 最後,統計104年度柴油車污染稽查作業,包括不合格複驗、檢驗前調修及推動自主管理等之TSP削減量,結果為669.3公噸,並彙整全國104年度柴油車污染管制計畫經費為181,166,120元,計算削減1公斤TSP成本約為271元。

Established in use diesel vehicles pollutant improvement and examination system plan

英文摘要 Mobile pollution source is one of the main causes that generated air quality deterioration in metropolitan areas, and it is also the control focus strengthened by environmental and traffic authorities. Therein, the black smoke from the diesel vehicles is highly condemned by the public. In order to improve black smoke from diesel vehicles, the Environmental Protection Agency not only conducts non-periodical inspection and audit but also promotes diesel vehicle inspection/maintenance system, conducts diesel vehicle maintenance plant certified self-management combined with Clean Air Zone, as well as plans to install after-treatment (diesel particulate filter)in garbage trucks to operate and maintain for five years. Therein, maintenance plant certified effect, take original vehicle manufacturer as an example, the proportion of re-notification of non-certified original vehicle manufacturer is 6.4%, and the proportion of re-notification of certified original vehicle manufacturer is 2.5%. It shows that promoting the certification of diesel vehicle maintenance plant by the Environmental Protection Agency can strengthen pollution control devices checked and repaired, and then making pollution improved efficiently. As for diesel particulate filter, this plan summarizes 280 garbage trucks installed diesel particulate filters by Taipei city and other 5 cities, and the overall change rate of improvement is up to 85%, and the change rate of horse power is about -0.2%. According to the results of demonstration runs at the present stage, only by implementing the acceptance of diesel particulate filters, choosing proper vehicles prudenly, and implementing the periodical regeneration as well as maintainance of diesel particulate filters can it make sure the expected performance of diesel particulate filters. To continue improving the relevant test quality of nationwide diesel vehicle inspection lines, this plan has summarized correlation tests as well as common retest problems in recent years, and conducts educational training for nationwide diesel vehicles inspection personnel, including common disputes about inspection, safeguarding democratic interests and rights, fulfilling standard test procedures, calibration as well as repair of test equipment and Quality Assurance and Quality Control in laboratory, etc. Additionally, lecturers with practical experiences are invited to give lessons, and then enhance the professionalism of inspection personnel and implement Quality Assurance and Quality Control in smoke test station. Finally, statistics of audit of diesel vehicles in 2015, including the amount of TSP reductions about unqualified re-inspection, adjustment before inspecting and self-management. It amounts to 669.3 metric ton. This plan summarizes the budget of nationwide diesel vehicle plans is 181,166,120 dollars in 2015, and calculates the cost of cutting down a kilogram of TSP is about 271 dollars.
