The objectives of this project are to strengthen the preventing management of air pollution emergency, to implement laws, regulations, and strategies related to air pollution response for improving air pollution response capability, and to assist in assessing the performance of local air pollution response. The main achievements include: (1) Examination of zone protection mechanism among northern, central and southern industrial zones, analysis of test filling results of air pollution risk management plan of upstream, mid-stream, and downstream of fossil fuel industry, and implementation of examination of major pollution emission of high risk production process in order to be fully aware of current status of air pollution preventive management and emergency response among domestic factories; (2) composition of process risk potential assessment and teaching materials for educational trainings of scope of hazardous impact during storage tank leakage for improving the skills of business personnel; (3) periodic update and maintenance of emergency response energy checklist and air pollution responsive measure inquiry system; the data required by emergency response of Lin Yuan Industrial Zone should be imported into the air pollution emergency response decision making supporting system; completing the establishment of supporting systems checklists of Anping and Toufen Industrial Zones and the assessment of evacuation route and equipment requirement during major air pollution incident to be provided to local Environmental Protection Bureau as the reference for emergency response decision making; (4) preparation for equipment and software frequently used for air pollution emergency response, and implementation of continuous monitoring along the northern border of the third phase of Hsinchu Science Park as the support for local air quality investigation; (5) implementation of no-warning reporting test twice in order to understand the situations of local usage or executing of resources and regulations established by Environmental Protection Agency for air pollution emergency response; (6) organization of one business learning conference to develop the mutual understanding among all business related personnel in order to facilitate the subsequent mutual supporting operation.
