104年強化毒性化學物質流向管理及應用資訊系統計畫

中文摘要 本計畫今年度執行重點分為4大面向: 制度規劃:本計畫主要針對毒性化學物質管理進行研析,今年度搭配勾稽模組研析1項法令規範,為確保毒化物之廢棄後是否確實完成清運處理,針對毒化物廢棄聲明後之流向進行追蹤勾稽,確保毒化物從生產至廢棄之完整流向。並完成新增及調整4項勾稽報表,分別為即將到期證件勾稽、無有效日期證件資料勾稽、未依證件濃度違法販賣或買入勾稽異常及輸出/輸入運送聯單勾稽,精進勾稽功能,強化毒化物流向管制 系統加值維護:本計畫主要維護更新「毒性化學物質許可管理系統」及「毒性化學物質登記申報系統」,本年度增修項目包含許可管理系統8項、登記申報系統5項等多項合約項目功能外,並依臨時需求開發第四類舊號轉新號、通關輸出入E化作業,並配合衛生福利部食品雲、交通部公路總局及環管處化學雲資料交換,2系統皆定期進行資安檢測並配合環保署網頁監測及相關修正工作,藉以達到管理之成效。另系統精進後,業者客服來電量每月保持僅300餘通,且環保單位對於系統精進滿意度達90%以上。 流向稽查與人員管理:提供20名派駐人員協助各環保機關,經內稽作業其平均分數達90分以上。於環保署成立全國毒化物勾稽小組,完成系統勾稽件數達3,108件、共處分45件。本年度針對氰化物及塑化劑兩類毒化物發布專案,其中氰化物勾稽清查完成率達97%、塑化劑清查完成率達96%,勾稽顯見勾稽小組已確實能大量帶動全國環保單位的勾稽量能量。 宣導輔導:完成辦理10場次相關說明會,包含輔導環保局承辦、派駐以及業者,宣導輔導相關法規及系統操作方式,且與會者整體滿意度達80%以上,並全力協助各地方環保局辦理20場次說明會,滿意度達90%以上,並將與會者之建議回饋予環保署,以供環保署參考及精進方向。

Strengthening Toxic Chemicals Flowing Management and information system Project

英文摘要 There are four major aspects in the implementation of this year’s Plan: System planning: the Plan emphasizes the investigation and analysis of toxic chemical management, in combination with the cross checking module to analyze the regulation. To ensure that the disposed toxic chemical substances are properly cleared and treated, the destinations following the report of disposed toxic chemical substances shall be traced and checked, so as to ensure the complete monitoring of the flow of toxic chemical substances. Four cross checking reports were added and revise, including cross checking of certificates that are due, cross checking of certificate information without valid dates, abnormity cross checking of illegal selling or purchasing caused by non-conformance to the concentration on the certificate, and cross checking of output/input shipment notes; these measures have improved the cross checking function and strengthened the flow control of toxic chemical substances. Value-added maintenance of the system: the Plan is focused on the maintenance and updating of the “Permit Management System of Toxic Chemical Substances” and the “Registration and Report System of Toxic Chemical Substances”. The newly added or modified items in this year comprised 8 items in the license management system, 5 in the registration and report system, and many other contract project functions. Moreover, the conversion of old numbers into new numbers in Class IV, and the electronic operation of customs export and import were developed according to the temporary demands. In response to the data exchange of the Food Cloud of the Ministry of Health and Welfare and Chemical Cloud of the Directorate-General of Highways, Ministry of Transportation and Communications and the Department of Environmental Sanitation & Toxic Substance Management, of the EPA, both systems have gone through the regular information security inspection and the web page monitoring and relevant revision of the Environmental Protection Administration were carried out, so as to achieve the desired management effects. After the system improvement, the number of incoming calls from the business customer service was kept at only 300-something every month and the satisfaction of the environmental protection agencies with the system improvement reached above 90%. Flow inspection and personnel management: 20 personnel were dispatched to assist the environmental protection agencies, with the average score reaching 90 points or higher after the internal audit. The National Cross Checking Group for Toxic Chemical Substances was founded by the Environmental Protection Administration, which had completed 3,108 cases of system cross checking, and issued 45 cases of punishments. Concerning the announced projects of cyanide and plasticizer this year, the completion rate of the cross checking was 97% for the cyanide and 96% for the plasticizer, showing that the cross checking group can truly help to increase the cross checking rate of environmental protection agencies nationwide. Promotion and counseling: 10 relevant interpretation sessions have been completed, through assisting the environmental protection bureaus with the organization and dispatching personnel or enterprises to promote and instruct the relevant regulations and system operation methods, which received overall satisfaction of the participants above 80%. Full assistance was provided to local environmental protection bureaus to hold 20 interpretation sessions, which received satisfaction over 90%. The feedback and suggestions of the participants were submitted to the Environmental Protection Administration as reference for its improvement direction.
