雲林縣畜牧業沼渣、沼液農地肥分使用先期調查及示範計畫(含後續擴充)

中文摘要 本計畫為推動畜牧業沼渣、沼液農地肥分使用,並調查雲林縣各河川大排流域畜牧業地理分布狀況,繪製畜牧業污染分布地圖,政策辦理首年為加深畜牧業對本政策之認知,辦理雲林縣20鄉鎮20場次「水污染法令及沼渣、沼液運用推廣宣導說明會」,綜合出席率達90%,並針對150家關鍵測站上游即一定規模以上之畜牧業現地訪查作業,超過55%之畜牧業者有意願參與沼渣、沼液農地肥分使用政策,並針對農民辦理沼渣、沼液農地使用問卷調查,共計完成509份有效問卷,對於沼渣、沼液施灌農地政策參加意願高達3.68分,高於該政策的支持度平均分數3.51,顯示受訪農民願意用實際行動參與施灌政策。 分析國際清潔發展機構(CDM)之適用於農業及畜牧業之溫室氣體減量方法共計6個項目及經濟部能源局沼氣發電系統推廣計畫補助作業要點探討及規劃,給予未來政策推動建議,並針對本縣轄內5,000頭以上之具規模之畜牧場共32間完成沼氣發電及碳權申請意願調查工作,在考量過往執行經驗、區域共同投資及效益等前提下,大多數業者意願較低或是處在觀望狀態,顯見沼氣發電在執行上須課克服躉購費率提升、發電效益增加、現場設備補強等關鍵因素後,方可吸引畜牧業者投入。 雲林縣年作物收穫面積達132,265公頃,以稻米收穫面積占34.3%為最大宗,其次為葉菜類佔12%次之,以氮肥需求量計算,評估可消耗全縣畜牧業所產生之沼渣沼液,如欲充分使用,尚須建立與農民之合作機制,方可有效利用。 沼渣沼液檢測方面,混合液中的總氮濃度普遍較上澄液高,做為未來匡列土地需求前提下,以上澄液施灌可有效降低土地需求量;在重金屬殘留問題上,混合液之重金屬銅及鋅濃度皆較上澄液高,利用上澄液灌溉可以降低土地受到重金屬銅、鋅污染之風險。 完成14家畜牧場沼渣沼液成分檢測、土壤及地下水檢測,並完成沼渣沼液農地肥分使用計畫書撰寫工作,提送至農業處完成審查程序,並有8家已通過計畫書審查取得施灌許可;此14家畜牧場共計畜養豬61,774隻、牛隻1,100隻,約佔本縣豬隻畜牧頭數4.26%、牛隻畜牧頭數3.74%,施灌面積總計達93.0147公頃,以目前取得施灌許可的8處畜牧場施灌後之河川改善效益評估,在畜牧場放流水減少,以及間接提升設備處理效率的情形下,多數皆有正面改善效益。

Livestock digestate as a nutrient used in farmland fields pre-investigation & demonstration program of Yunlin County (Including the subsequent extension)

英文摘要 Upon the completion in comparison with stock farming defined in Water Pollution Control Act, and licensed for livestock farm or livestock and poultry feeding registration certificate for rivers and drainage ditch areas (including Peikang River drainage basin, Hsinfuwei River drainage basin, Jhoushuei River drainage basin, Tayilun drainage ditch, Pachiaoting drainage ditch, Shutsuoliao drainage ditch, Yutsailiao drainage ditch, Makungtsuo drainage ditch and Niutiaowan drainage ditch, etc.) in Yunlin County, stock farming pollution distribution map in Yunlin County is made in accordance with each geographical location. After 20 sessions of “Promotion and Propaganda Illustration Meeting for Water Pollution Law and the Application of Fermented Residues and Liquid” were held in all townships, 150 stock farmers were interviewed to check if they were willing to participate in using plan for farmland fertilizer constituents of fermented residues and liquid, in which more than half farmers showed willingness (accounting for 55.3%), and only 18.7% unwillingness. It’s obvious that most farmers acknowledged this policy substantially and positively contributes to stock farming. Regarding farmer questionnaire, more than 30% (higher than average) farmer respondents showed satisfaction and support towards each policy promotion; overall, it represented farmer respondents in Yunlin County were very satisfied with and supported promotional achievements, including the willingness as high as 3.68 points to participate in the policy of farmland irrigation with fermented residues and liquid, even higher than the average 3.51 points of policy support. It showed farmer respondents would like to take practical action to participate in irrigation policy, meaning the public affirmed the implementation of the irrigation policy for farmland fertilizer constituents. There’re total 6 projects applicable to reduction strategies for greenhouse gases collected from the present international reduction strategies and goals for greenhouse gases and Clean Development Mechanism (CDM), as well as from assistance object, condition, project and subsidies key points listed in Subsidies Operation Guideline for the Promotion Planning of Methane Gas Generating System of Bureau of Energy, Ministry of Economic Affairs. Far East University was commissioned to carry out questionnaire for those farmers dealt with farmland use of fermented residues and liquid, with 509 valid questionnaires completed. As a whole, more than 30% (3 points is an average in five-point scale) farmer respondents showed satisfaction and support towards each policy promotion, representing farmer respondents in Yunlin County were very satisfied with and supported promotional results, in which the willingness to participate in the policy of farmland irrigation with fermented residues and liquid was even up to 3.68 points, higher than the average 3.51 points of policy support. It showed farmer respondents were willing to take practical action to participate in irrigation policy Total harvest area for various crops in Yunlin County was surveyed to evaluate using potential for farmland fertilizer constituents of fermented residues and liquid. The results showed that the crop harvest areas in Yunlin County could bear the use of the whole county’s livestock manure; however, delivery problem remained unsettled on effective use as a precondition. Farmland fertilizer constituents of fermented residues and liquid successfully used for pre-/post-irrigation in 8 cases to make comparison between soil, groundwater and river pollution was found no adverse effects on soil and groundwater, and little improvement on water body and water quality in the rivers around. Assistance object, condition, project and subsidies key points listed in Subsidies Operation Guideline for the Promotion Planning of Methane Gas Generating System of Bureau of Energy, Ministry of Economic Affairs, including subsidy plan, letter of intent, application form agreed to the filing of renewal energy generating equipment were collected aiming at a certain size of stock farms feeding more than 5,000 livestock inside the county to complete the investigation. Subject to the consideration of the previous implementation experiences, regional co-investment and effectiveness, most farmers have less willingness or are holding back to see what happens next, obviously, the best incentive for farmer to get involved is nothing but increase key factors such as wholesale buying rate, power generating benefit and field devices in the aspect of implementation. Regarding inspection of fermented residues and liquid, total nitrogen concentration of mixed liquor is about 0.88~19.92 times of supernatant. On the premise of initially planned land demand in the future, irrigation with supernatant can effectively decrease land demand; on the premise of heavy metal residues, heavy metal copper concentration of mixed liquor is higher than supernatant and heavy metal zinc concentration of mixed liquor is higher than supernatant, irrigation with supernatant can reduce the risk of copper and zinc contamination to the land. Under the current laws and standards, each stock farm can bear irrigation amount range 139,784 ton/ha (Yuchun Stock Farm) ~17,594,286 ton/ha (Sanyuan Stock Farm) (mini value of copper and zinc irrigation amount in each farm) of fermented residues and liquid; 69,892 ton /ha~8,797,143 ton/ha is given as 50% safe irrigation amount. Therefore, the results showed that heavy metal in the short term will not have a large number of remaining fermented residues and liquid left in the soil according to the current irrigation amount. In response to the survey for farmland fertilizer constituents of fermented residues and liquid, apart from Taiwan’s Soil and Groundwater Pollution Remediation Act, control standards, sampling and analysis methods, a professional team composed of domestic specialists and scholars in professional fields can provide professional advice for various aspects of water pollution, policies and regulations, soil and groundwater pollution and agriculture in the first year of policy implementation to effectively accelerate review procedure of the plan. Detection of fermented residues and liquid, soil and groundwater in 14 stock farms and written using plan for farmland fertilizer constituents of fermented residues and liquid were completed the review procedure upon submitting to Agriculture Department, 8 farms of which have successfully been reviewed to obtain irrigation permit. There’re 61,774 pigs and 1,100 cattle raised in these 14 stock farms, accounting for 4.26% of total pigs and 3.74% of cattle raised in the county, and total irrigation area is up to 93.0147 hectares.
