區域節能減碳評析與國際環保合作專案工作計畫

中文摘要 節能減碳決策程序中,若有模型提供各項策略方案可能效果,可協助決策者更快速的選擇執行方案。本研究團隊自西元2010年12月迄今陸續完成1棟公寓大樓和4棟服務業建築(政府機關辦公大樓、商辦混合大樓、旅館及便利商店)等參考建物EnergyPlus Model模型,據以推估單棟建物採用外牆隔熱、設備更新或能源管理方案等減碳措施之節能效果與成本評估。本計畫更運用上述參考建築模型輔以其他建築耗能資料,模擬都市更新區域若導入相關節能減碳策略,對都市更新可能增加碳排放的降低效果。 本計畫同時以EnergyPlus Model建築耗能資料和節能減碳方案效果,及利用國內財團法人工業技術研究院和財團法人台灣綠色生產力基金會建築調查資料,導入能源工程模型(Enduse Model)來推估新竹市住宅與服務業部門採行不同節能措施的成效。若以共同計算基礎比較各節能措施減碳成本,即以均化成本概念計算平均減碳成本,將各項節能策略在設備使用年限內的平均投資成本(Levelised Cost, LC),加上每年的設備維護成本,並扣除可節省的能源支出,求得各項節能策略每年淨支出金額來看,能源管理、玻璃貼膜、省能燈具、能源標章冰箱、能源標章熱水器等節能減碳方案2030年平均減碳成本低於0元/噸CO2,此即聯合國氣候綱要公約所指應大力推動的無悔措施,且節能減碳也同時可降低能源使用帶來的空污排放量。因此在新竹市節能減碳策略的建議上,住宅與服務業部門建築如同時採行外牆隔熱、設備更新、綠屋頂及能源管理等方案,相對2030年基準情境,約減少34%的碳排放量,若加上電源低碳化效果,有可能達成國家溫室氣體減量目標。 本研究團隊在進行上述作業時,亦透過行政院環境保護署與美國能源部的技術合作協定,與美國能源部及所屬相關國家實驗室進行技術交流,分別辦理1場次國際研討會與1場次EnergyPlus Model訓練課程,推廣政策分析工具。另則邀請國內學者專家辦理3場次專家諮詢會議,以提昇本計畫的執行成果。

Evaluating Regional Energy Conservation and Carbon Reduction Project for International Cooperation Plan

英文摘要 If the model provides the possible effects of policy programs, decision makers can more quickly select strategic plan. Our research team began research analysis and built the whole building energy analysis model (EnergyPlus Model) from December 2010, has been gradually carried out to build an apartment building and four service buildings of EnergyPlus Model. The project uses the EnergyPlus Model to simulate energy savings and carbon reduction amount and cost of the external wall insulation, energy device updates, and management programs. The project also uses 5 buildings datas supplemented by other buindings energy consumption datas, to simulate carbon reduction strategies effect of the urban renewal area. For explain the research area, the project use datas and results of EnergyPlus Model, Industrial Technology Research Institue and Taiwan Green Porductivity Foundation building datas, by Enduse model, ansysises low carbon reduction policy effects of residential and service sector in Hsinchu City. Based on levelised Cost, the average carbon cost of enegy management, glass film, high efficiency lump, high efficiency refrigerator, high efficiency water heater is less than NT$0/t CO2 in 2030. These are no regrate actions that UNFCCC suggests government should promote. Carbon reduction can also reduce air pollution caused by emissions from energy use. If residential and service sectors of Hsinchu City adopt of facades heat insulation, equipment renewal, green roofs and energy management programs in 2030. It will be decreased of about 34% of carbon emissions relative to the baseline scenario in 2030. If coupled with the effect of low-carbon power, it is possible to reach a national greenhouse gas reduction targets. In order to enhance the research results of this project, we cooperate with the US Department of Energy and its national laboratories to hold a international workshop and a EnergyPlus model training course, to promote policy analysis tools. Three expert consultation meetings are been taken place, which invited scholars and experts, to enhance implementation of the project outcomes.
