104年度臺南市揮發性有機物稽查管制及空污費催補繳計畫
| 中文摘要 | 一、揮發性有機物查核、資料更新及宣導作業 104年管制轄內專法業別，定期更新、清查轄內專法列管業者污染源排放量，經清查更新，轄內專法列管業者之VOCs排放量為686公噸。追蹤103年缺失項目改善率100%，本年度查核後尚未完成改善6廠建議納入105年追蹤查核及專家現場查核名單。完成3廠減量輔導，協助業者提升製程產能回收率達99.4%，並查得一廠原物料V值申報錯誤，擬追繳逾400萬元。 二、加油站查核及抽測作業 加油站污染行為查核及稽查抽測符合率100%，顯示近年透過宣導、查核監督及稽查管制，有效提升業者法規符合度，降低油氣逸散情形。其中，100年~104年氣油比抽測合格率均達到90%以上(高於法規70%)，監督不合格油槍改善，污染物削減14.7公噸。 三、餐飲業污染管制及輔導改善作業 本年度餐飲業透過歷年補助及輔導業者追蹤、餐飲業輔導及追蹤管制，以期有效降低民眾陳情數量。 (一)本年度透過餐飲污染管制，促成污染物削減8.5公噸，分別為粒狀污染物削減4.2公噸(PM10削減4.1公噸、PM2.5削減3.8公噸)、NMHC削減4.3公噸。 (二)由下表顯示，近年透過落實污染巡查監督、污染改善及專家實地勘查輔導，有效降低屢遭陳情家數，由101年152家下降至32家，顯示其管制有效性。 (三)由上表顯示，近年餐飲登記家數持續上升，而屢遭陳情家數下降，顯示增加之陳情案以新設餐飲業為主。故建議105年得加強源頭管制，針對經發局提供新設餐飲業名單進行新設餐飲巡查，並考量訂定餐飲相關管制條例，強化源頭管制。 四、配合空污費徵收及催補繳作業 本年度計畫小組已協助徵收固定污染源空污費1,399.3萬元，完成388家次空污費現場查核。管制成果摘要如下： (一)透過審查、查核與便民措施並行，空污費管制成果顯著 1. 97年～104年總計追繳5,508萬元，本年度追繳406萬元。其中，稽查抽測追繳26.6萬元。 2.本年度轄內首度達成空污費補繳率100%成績，相較於103年平均補繳率為93%、102年平均補繳率88%明顯提高。 3.維持轄內空污費網路申報率、到繳率100%成績。 五、稽查抽測及監督作業 本計畫協助環保局建置EEMS稽查管制系統之稽查、處分建檔作業，完成率100%及100根監督檢測及定檢報告審核率100%。另外，稽查抽測查得1廠設備元件不合格、2廠異味檢測不合格及10件原物料含量抽測不符申報，告發裁處30萬元、追補繳106.9萬元。透過本年度有機溶劑之揮發性有機物及個別物種含量抽測作業，促使業者提升正確率，為後續每季增加約6.5萬元空污費徵收金額，平均年徵收金額增加26萬元。 六、空污事件應變作業及其他作業 近年持續配合環保局各次臨時性污染應變事件，本年度協助5次突發性污染應變，包含夜間、假日緊急應變。緊急應變配合作業中，因應污染事件需求，配合出動空氣品質監測車執行污染監測。 七、自動連續監測設施查核與評鑑作業 近年針對轄內自動連續監測連線工廠管道查核率達100%。 (一) 本年度功能查核顯示，永康焚化廠P002之RATA檢測，其HCl評等為C級，相較於上年度A級明顯下降，在標準氣體查核時，則為高濃度評等為C級，NO2轉化率亦較上年度明顯下降(100%下降至94%)；城西焚化廠評等落於B～C級，已建議業者更換校正使用之標準氣體，避免濃度太高造成準確率下降。而台灣汽電之O2及Flow經查須執行BAF修正，請業者注意維護及品保SOP。本年度查得業者軟體修正未報備，以及透過數據監督審核，即時查得業者防制設備異常導致逾限情形，已提供相關資料予環保局進行後續裁處作業。 八、本年度污染物排放量異動及削減 透過各項管制及輔導，本年度總計已造成污染物異動減少6.13公噸及污染排放改善削減31.13公噸。 | ||

104 annual Tainan VOCs and air pollution fee reminders work program
| 英文摘要 | This year's project implementation aims to effectively control stationary pollution source, improve compliance with environmental laws, as well as reduce incidents of pollution in public and private places thus reducing the number of public complaints, improving public satisfaction, and finally improving our environment. To achieve the set goals, to broaden the effectiveness of Environmental Protection Bureau’s policies, to amend promotional schemes and concepts, to adjust conflicts between the environment and the economy, and etc., thus allowing future policies promoted with the best results. According to “104 annual Tainan VOCs and air pollution fee reminders work program”, the project goals include the following seven items: 1. Handle stationary sources of volatile organic compounds emissions survey, checking and archiving operations, maintenance, update the management information system of fixed sources of air pollution. 2. Check the gas station the periodic testing operations, and random testing on the oil and gas recovery facilities function Steering does not match the test specifications for operators to improve oil and gas recovery facilities. 3. To master the situation of public and private premises with stationary pollution sources that emit, the implementation of the supervision of an investigative test operations, and tracking control of major pollution sources to improve the progress and urge the public or private premises to comply with the Act. 4. To assess the stationary sources of volatile organic compounds reduction space, perform the operations of fixed sources of pollution reduction counseling, and develop workable reduction strategy, and track the progress of improvement. 5. Investigation, and master of the city catering air pollutant emission reduction counseling job, repeated the public petitions or air pollutant emissions from large food and beverage industry. 6.
