Taiwan has followed the Montreal Protocol to phase down the Ozone Depleting Substances to avoid trade barriers and protect the global environment. Now Taiwan still imports HCFCs and methyl bromide, but stopped domestic production. This is the second year of the two-year project. The project completed:
1.Participated in the international meetings related to the Montreal Protocol and shared our effort and experience with other delegates;
2.Overviewed and assisted the government to implement the HCFCs management measures and uses allowance allocation following the national policy to compliance with the Montreal Protocol;
3.Overviewed and assisted the government to implement the ODS management (besides HCFCs) and methyl bromide importation permits following the national policy to compliance with the Montreal Protocol;
4.Analyzed ODS bank and flow management on HCFCs and alternative;
5.Gathered and analyzed the ODS alternative in air conditioners and refrigerants and developing the alternative assessment methodology;
6.Strengthened the information dissemination and education on the issues relating to ozone layer protection.
The project assisted the government to participate in the international meetings related to the Montreal Protocol and shared Taiwan's effort and experience. And the project also abided with the Montreal Protocol to management ODS to reduce 90% of the HCFCs consumption baseline in 2015 and only allowed to import methyl bromide for QPS uses. To improve the management mechanism on ODS, the project completed the amendment in“Regulations of Management for Montreal Protocol Controlled Substances”; established SOP for checking illegal refrigerants uses in banned application in the“Regulations for Consumption Management of HCFCs”; held a training course for tackling ODS smuggling to enhance the capability of the custom officials and the coast guard; analyzed refrigerants bank in refrigeration and air condition in Taiwan; analyzed alternatives development and application and publicized information of protecting the ozone layer, regulations and alternatives through E-newsletters, website and brochure to keep working with the international community to protect the earth.
