104年河川巡守隊經營運作輔導計畫

中文摘要 一、強化及輔導巡守隊成立及組織 大臺中市水環境河川巡守隊目前共計維持有32支隊伍,巡守隊人員共有702人,其中於104年10月新成立大安區頂安水環境巡守隊(15人),各隊均設有隊長及幹事各一名,每隊組織成員則維持15人以上運作狀態。巡守隊隊員以附近鄰里社區居民為主,共同維護鄰近週遭水域環境清淨及巡守工作,本市河川巡守隊依區域位置,計分為山區(9隊)、海(8隊)、屯(5隊)及市政區(10隊),本計畫於104年12月12日已完成市政區及屯區各巡守隊之座談會,於105年1月19日及2月25日已完成山區及海區巡守隊座談會,共計已完成4場次座談會,並完成彙整各巡守隊之相關意見,供局內參佐。另完成訪查作業。 以每月維持已成立之河川巡守志工或義工正常運作為目標,今年度執行重點為各隊進行淨溪活動之頻率,淨溪範圍、相關需求等,以及本計畫人員每月彙整河川巡守成果,並更新、建置本市河川巡守志、義工名單資料庫如附件14所示。 二、輔導巡守隊污染案件通報 本計畫協助輔導各巡守隊主動進行通報案件,並協助於Eco-Life(綠網)之「去污保育網」進行通報作業,依據去污保育網系統統計巡守隊於104年已通報案件為112件(髒亂點86件,污染案件26件),皆以巡守時利用手機通報為主,巡守隊通報案件查處,有發現污染行為人並進行後續查處之案件為26件次。另105年度(統計至3月31日止)通報1污染案件及1件髒亂點。 三、辦理巡守隊教育訓練 本計畫總計辦理2場次巡守教育訓練,基礎訓於104年12月5日~12月6日辦理完成,特殊訓於105年1月23日~1月24日辦理完成,其中基礎訓練部分參加人數為21人,另特殊訓練參加人數為60人,經彙整統計取得志工身分為20人,相關結業證書、河川巡守志工證及志工手冊等皆已發放給各巡守隊員,2場教育訓練總計受訓人數共82人,其中更邀請生命線之志工督導及老師(可提升巡守隊支巡守熱情),以及相關巡守隊推廣之專家進行基礎及特殊教育訓練之講授,期間隊員與講師互動良好並順利圓滿完成,上課隊員皆反應良好。 四、辦理巡守隊淨溪活動 本計畫協助規劃舉辦淨溪活動4場次,其內容除包括水環境巡守隊淨溪活動外,同時向參與民眾加強宣導生態保育及生活污水污染減量之觀念,並協助教導利用水質檢測包或其他水質檢測工具,進行現場簡易水質監測工作,本計畫於104年辦理完成2場次,於105年完成2場次,共計完成4場次淨溪及水質監測活動,4場次總計參與人員為207人,清除之垃圾總計約為1,200公斤。 於計畫期間針對河川巡守隊於淨溪活動時提供相關淨溪時相關器具,並於各隊進行訪談,瞭解各隊所須知補助用品,並依其需求與環保局討論後添購巡守用品。 五、辦理世界水質監測競賽活動 本計畫已辦理完成世界水質監測競賽活動1場次,參加人數為70人,參加對象為河川巡守隊員及豐原區豐田國小師生,本計畫另於105年2月21日,協助南屯區黎明河川巡守隊結合學校(黎明國中及黎明國小),師生辦理黎明溝淨溪暨世界水質監測競賽活動,活動舉辦成果圓滿,並且已將2次活動之水質監測數據皆建置於世界水質監測日活動網站(包含台灣及美國之網站)。 本計畫針對配合辦理之水質監測皆登錄至世界水質監測日(WWMD)-Taiwan網站,104年10月至105年3月共於9處水質監測地點登錄共計78筆資料。 六、協助Eco Life及志願服務資訊系統維護作業 本計畫今年度訪視重點為Eco-Life綠網教學及宣導、教育訓練宣導課程及辦理時間確認等,故於執行期間與各巡守隊訪談,並同時輔導巡守隊成立專門建置與熟悉操作Eco-Life(綠網)人員,可供該隊其他成員詢問與教導操作流程。 截至目前已協助巡守隊於Eco-Life(綠網)發布相關活動,及建置網誌等作業,目前已發布之活動及網誌為15篇(如教育訓練、各巡守隊淨溪活動、世界水質監測競賽活動、各區座談會、績優巡守隊表揚大會等),另統計各巡守隊巡守時數總計約4,222小時,皆已於志願服務網進行建置作業。 七、協助巡守隊髒亂點查報 本計畫協助水環境巡守隊完成河岸(面)髒亂點通報,並登錄綠網之「去污保育網」中建置通報資料,依據去污保育網系統統計,巡守隊於104年已查報髒亂點案件為86件,其查報方式皆以巡守時利用手機查報為主,另105年度(統計至3月31日止)通報1件髒亂點。 八、辦理巡守隊績效評比及表揚獎勵措施 依據「臺中市水環境河川巡守隊評比計分原則」規則,於104年度依臺中市水環境河川巡守隊評比計分原則統計各隊年度運作成果,依照評比分數擇優取5隊,104年度獲得第一名績優巡守隊為黎明水環境巡守隊,並已於年終成果檢討會(12月16日辦理)時辦理頒獎表揚。

104 Rivers Guards Operational Coaching Program

英文摘要 I. Strengthening and Counselling Patrol Formation and Organization The Taichung City Water Environment River patrol currently maintains a total of 32 teams. There are 702 patrolling officers. Among them, the Daan District Dingan Water Environmental Patrol Team (15) was established in October 104. There is one captain and one officer, and each team member maintains more than 15 employees. The members of the patrol team are mainly residents of the neighbouring community and jointly maintain the cleanliness and patrol work of the surrounding waters. The river patrols in the city are divided into mountainous areas (9 teams), seas (8 teams), and areas according to regional locations. (5 teams) and the municipal district (10 teams). The plan was to complete the symposiums for the patrols in the municipal district and the Tuen Mun on December 12, 104, on January 19 and February 25, 1995.
