推動我國溫室氣體減量管理市場準備能力建構與國際合作
| 中文摘要 | 掌握全球各地碳市場機制的最新發展，以及巴黎協定下市場機制的進展，研析我國建置碳市場的可行方案；並且與重要國際組織與私部門利害關係者持續溝通聯繫，以推動我國所需的市場建構能力。 研析內容包含碳定價的定義與執行方式，各國與重要國際組織之研究進展，統合相關經驗與障礙，做為我國未來施政的參考依據。並整理各國與地區碳定價機制所帶來的減量成效，以及每月定期提交碳市場與碳價最新訊息；並追蹤聯合國巴黎協定關於市場機制的重點，提出我國可在《溫室氣體減量及管理法》基礎下可做出的因應手段。 藉由參訪拜會美國、法國COP21會議，以了解美國對於整體氣候變遷最新政策研擬、掌握最新巴黎協定可能產出的結果。透過辦理碳市場能力建構研討會以及定期企業拜訪與問卷訪談，掌握企業意見，並且協助彙整全球碳市場機置對於企業的影響與衝擊以及企業對國內外碳市場的看法，並且提出供環保署日後施政建議。 | ||

Promote Capacity Building of Taiwan’s GHG Reduction Management Market and International Cooperation
| 英文摘要 | This project followed the latest development of international carbon markets, and market mechanism progress under the Paris Agreement; analyzed the possible options of establishing Taiwan’s carbon market; maintained contacts and dialogues with international organizations and the private sector, in order to promote market capacity building. The project also studied the definition and implementation of carbon pricing, researches from international organization, and integrated those experiences and obstacles as references for Taiwan EPA. It also analyzed the effect of carbon pricing on emissions reduction, submitted the latest news of carbon market and price every month, followed market mechanisms under the Paris Agreement, and provided feasible strategies to the EPA under the GHG Reduction and Management Act. By visiting the United States and attending COP 21, the project also studied the latest development in US climate change policy and the conclusions of the Paris Agreement. It collected opinions from the private sector through visiting, questionnaires and expert meetings, and completed the analysis of the impacts of the global carbon market and industry views on domestic carbon market, as well as recommendations for EPA for policy making. | ||
