This programme contents five primary subjects. First, Yunlin county’s general waste landfills management which includes (including repopulation place) environmental, soil and groundwater monitoring . Execution results are as follow:
1. Monitoring soil heavy metals (As, Cd, Cr, Cu, Hg, Ni, Pb, Zn) of 4 landfill sites. All monitoring results meet the Soil Pollution Monitor Standards and Soil Pollution Control Standards.
2. Monitoring groundwater condition in 13 landfill sites. The results reveal that all testing results meet the Secondary Groundwater Control Standards, While, most exceed items are background and target water quality testing subjects. In order, is ammonia nitrogen > manganese > iron > TDS> Total Hardness> Chloride, Sulfate> TOC…etc.
3.Conducting Jing Tong and Hu wei County’s landfill environmental monitoring from 2015 to the first season in 2016. Currently Jing Tong County’s air condition meet the standards, BOD5 of surface water had exceed the land surface water quality standards, in addition, the value of groundwater pollutants NH3 and Mn had exceed the groundwater pollution monitoring standards. Surface water pollution monitoring result of NH3, Nitrate and Pb in Hu wei County landfill which had been exceed the standards. Besides its groundwater pollutant NH3, Fe and Pb had exceed the groundwater pollution monitoring standards.
The second subject is inspecting and assisting closed and recovery landfills to meet related regulation and improve disadvantages of management. For instants, Dongshi, Sihu and Lunbei township’s landfills have soil cover area, methane pipe management, landfill leachate collection and labor management problems which should be improved. The closed landfills in Huwei, Linnei, Gukeng and Yuanchang township require to improve their cleanness of transfer area and waste water collection method. In addition, Lunbei and Taixi recovery landfills is recommended to maintain its environment and planning area regularly.
Third, for the incentive purpose, this programme invited whole cleaners in Yunlin county to thank their good effort and hard working with a banquet.
Forth subject was assisting each township to implement non-tap water household general waste disposal fee charging process, and detailed list renewing. In December,2015, 9,979 bills were send and 3,156 payment notifications released in match, 2016.
The last primary subject include two tasks which are ‘General Waste Disposal Fund Management Committee’ conference assisting and providing recommend of waste disposal and landfill management issues to Yunlin County Environmental Protection Bureau.
