The sources of fugitive particulate emissions in Chiayi city come mostly from constructions. Additionly, the inconvenience, noise, pollution, etc. that constructions cause are most commonly complained by civilians. Besides supervising constructors through inspection process to execute pollution prevention, this year we elevate quality of control by including three steps - gateway control, control of major construction sites and giving information of road-adoption on a strip of cloth. Since Chiayi city government set a special line "1999" for nuisance dispute cases, civilians have been able to raise various questions in time. Hence, nuisance petitions increase slightly. Therefore, it is our aim to elevate satisfaction concerning handling nuisance petitions. By doing that, we hope for remaining civilians' right of enjoying a good living environment.
As per the project 2,217 inspections of construction sites have been implemented. 65 percent of the inspections comply with the Regulations of Management Measures and 67.96 percent of those comply with the Management Measures for Level-1 and Level-2 Construction Sites. The TSP production is 1,490.88 tons; the TSP reduction is 1,013.1 tons with the reduction rate 67.26 percent. The following are other implemented tasks: holding one meeting for the purpose of coordination in the policy of construction site's air pollution prevention, holding an election of good construction sites for the year of 2015, advancing road-adoption up to 3,075.966 kilo-meter, 16 cases have setting cleaning dedicated phone line, and greening 43 fences and 88.83 square meters of bare construction sites.
Up to now there are 1,645 cases processed from public nuisance dispute system, inspections of different controls, and environmental protection agencies. Among them 1,487 cases are nuisance petitions, 158 general routine inspections (including 42 air pollution, 1 odor-free air pollution, 40 noise pollution and 25 open fire), 47 bad forecast of air quality (including 17 PM10、29 PM2.5 and 1O3), 1 idling stop, 2 light pollution. The average time of arriving on the scene for nuisance petitions is 17 minutes and 47 seconds. The overall satisfaction survey is 94.32 points.
