使用中車輛噪音管制策略計畫

中文摘要 本計畫協助環保署操作維護使用中機動車輛噪音檢舉網頁系統，依民眾及環保局反應之問題，更新及強化系統功能。累計系統上線6年來，受理民眾檢舉與警方通報案件超過15萬件，逾9成為機車，案件數以臺北市、新北市及桃園市分佔前3位。執行期間辦理1場「使用中車輛噪音檢舉、到檢及稽查作業說明會」會議，邀請各縣市環保局參與並操作演練示範。會後環保局提出協助需求次數降低，顯示說明會提升環保局執行技巧。配合環保署現場督導，並針對所發現之缺失提供改善建議。另辦理一場「大型重機（超跑）噪音稽查業務交流會議」，協助環保局稽查大型重機及超跑車輛，以提升各環保局針對特殊車輛規避噪音檢測的強化。協助抽查並檢視120件各縣市環保局檢舉案件辦理情形，以提升環保局辦理品質。協助研修使用中車輛噪音相關法規之建議，並提供檢舉或通報案件處理草案。協助環保署調查第一批易發生噪音設施機具數量、比例及使用情形。

The control strategy of the in-use vehicle noise

英文摘要 This project assisted the EPA to operate and maintain the in-use vehicle noise reporting website system, and updated and enhanced the function of system in accordance with the suggestion of citizens and EPD. For the past six years, over 150,000 report cases were received from the public reported and the police alerted, over 90% of the cases were motorcycles. The top three cases occurred in Taipei City, New Taipei City, and Taoyuan City. One training course for the EPD officials was held and the noise measurement procedure was demonstrated. After course, reduce the number of need help by EPD. This project helped EPA to inspect the processing of EPD in situ and proposed improvement suggestion. Another training course for the EPD officials was held and supported EPD to inspect Large Heavy Motorcycle and Supercar. To spot check and view 120 cases of completed measuring vehicles that EPD tested. Assisted EPA to amend about noise regulations, and provided draft of dealing with noise reporting case. To support the surveyed number、percent and in-use state for the first control machines of facility prone to generate noise by EPA.
