全國土壤性質調查與管理計畫

中文摘要 本計畫收集彙整土壤污染管制標準相關資料,協助提出土壤污染管制標準修正之建議方案及土壤污染管制標準研議架構,研擬土壤污染新增管制項目篩選評估方法,提出土壤戴奧辛污染管制標準修訂建議。本計畫完成新竹、臺中、雲林、高雄、屏東、計26處代表性土系土壤性質調查。建立重金屬之土壤移動性品質指標並以專家判斷最少資料組法及主成分分析(PCA)統計法進行土壤品質指標試算比較。本計畫完成土壤基本性質資料庫之建置,本資料庫包含時空分析、土壤品質指標試算及統計分析功能,以利整合各部會土壤品質相關計畫之資訊,並建立土壤品質資訊共享平台。為建立全國土壤戴奧辛基線含量調查資料,本計畫延續過去戴奧辛調查計畫並針對從未調查位置,完成共370組之可能影響受體相關用地與可能排放戴奧辛污染源周遭用地土壤調查,整體土壤基線濃度介於0.389~66.1 ng I-TEQ/kg。本計畫調查之可能排放戴奧辛污染源周遭用地結果僅有五處檢出相對較高之戴奧辛含量須持續關注,另可能影響受體相關用地調查則對於環境影響性低。

National soil quality investigation and management research program.

英文摘要 In order to develop the suitable soil pollution control standards, relevant information and regulations have been collected and analyzed. The risk based assessment has been taken into consideration while propose the soil pollution control standards amendment. The framework of making soil pollution control standards has been suggested.The addition of soil control contaminants evaluation and screening method has been developed. The Soil dioxin control standard amendment has also been suggested.Soil quality and property of 26 soil profiles in Hsinchu, Taichung, Yunlin, Kaohsiung and Pingtung are investigated. The soil quality index of heavy metals mobility in soil is developed via expert opinions with minimum data set method and principal component analysis with minimum data set method.To develop soil information sharing platform, this project integrate relevant soil quality information and built the time-spatial analysis, soil quality indicator and statistical analysis function on the soil quality database system.In order to establish baseline soil concentrations of dioxin in Taiwan, this project continue the past dioxin survey and completed 370 soil sample collections and analysis for the baseline survey and designated area investigation. The soil concentration from the baseline survey is between 0.389~66.1ng I-TEQ/kg. Five areas of the designated area investigation have higher concentration and should be concern continuously. The baseline survey investigation shows that the environmental impact is low in these areas.
