應用衛星遙測等科技工具執行水體污染管控計畫

中文摘要 應用衛星及遙測科技於海域監控及污染應變計畫,實際應用福衛二號、法國SPOT 等各國衛星進行海域監測工作,以及無人駕駛航空器系統(UAS)輔助現場調作業查。建置遙測科技應用於臺灣本島及近海環境監測調查,以有效釐清海洋污染環境責任,及協助損害評估。工作內容包括:1. 維護全天候 24 小時緊急聯絡處理系統,包含人員、電話 及傳真,除接受環保署通知提供技術諮詢服務外,並配合環保署年度演練或重大海洋污染事件,應用衛星遙測、遙 測機具、無人飛行載具等先進遙測科技,快速蒐集污染事件資料。2. 辦理海洋污染應變實務國際研討會,研討會主題包含海上船舶事件及油污染緊急應變處理、港口國管制、船舶監測、國際合作及應變組織整合等。3. 推廣應用海洋油污染遙測監控技術,並研擬改進國內遙測監控作業程序。

The Application of Remote Sensing Technologies to Marine Pollution Monitoring and Response

英文摘要 This project applies satellite and remote sensing technology to monitor marine pollution. It is scheduled to use satellite images from such as FORMOSAT-2 and SPOT to conduct regular marine monitoring. In addition, a low-latitude Unmanned Aircraft Systems (UAS) will be applicable in assisting of field investigations. To be able to clarify responsibility of marine and environmental pollution and facilitate damage evaluation, remote sensing technology application in Taiwanese inland and offshore areas is thus built. The working items include:1.The NCU project team has set up an emergency communication network between the team and the EPA. The team has provided communication network and remote sensing systems to take part in marine trainings and data collection exercises for eleven times during the project period.2.To hold the 2015 Marine Pollution Response and Practices International Workshop including response to marine vessels and oil pollution emergency incidents, harbor control, vessel monitoring, and the integration of international cooperation and responses organizations. etc.3. Coordinate training courses for local government environmental executive units to improve their investigation ability and revise the investigation assessment process on marine monitoring around Taiwanese maritime areas.
