花蓮縣垃圾車裝置濾煙器示範運行計畫

中文摘要 成果摘要: 資料統計,在各種空氣污染物排放總量中,以移動污染源中車輛排放的廢氣最為嚴重,其中柴油車所排出之粒狀污染物,為影響空氣品質主要污染來源之一。為管制本縣柴油引擎為主之移動性污染源,降低其污染排放量,以減少空氣污染對縣民造成之健康危害,花蓮縣環境保護局於本年度執行「花蓮縣垃圾車裝置濾煙器示範運行計畫」,執行濾煙器安裝實車運行,以提升本縣空氣品質。 由本計畫執行之垃圾車加裝濾煙器運行檢測數據進行分析,並綜合本計畫執行成果及實際經驗,為能讓本縣柴油車排煙管制更具成效,提供適當建議,作為未來訂定管制策略之參考。 目前本計畫之成果摘要如下: (一)清潔隊柴油車輛調查 本計畫執行初期已完成垃圾車輛車籍資料調查作業,依據104年環保局所提供之花蓮市公所清潔車輛統計資料,篩選第三期車輛包括壓縮車及資源回收車共計25輛。 (二)現勘配對及安裝前保養 依車輛之前之檢測紀錄資料篩選出20輛,列為優先安裝之車輛。於現勘後並執行安裝前車輛之調修保養工作,以確保濾煙器安裝後對車體無任何損害。 (三)點檢及安裝作業 1.安裝濾煙器CGT240-MC型號共19組;CGT190-SC型號1組。 2.於選定安裝車輛後進行車況點檢作業。 (四)教育訓練辦理 針對清潔車輛裝置濾煙器車之車輛保養人員,本計畫完成辦理3場次教育訓練。 (五)問卷調查及宣導 1.辦理7次司機使用習慣問卷調查,共回收問卷141份之有效問卷。 2.本計畫於裝置濾煙器之車輛側身以宣導標語「我濾煙.你健康」進行示範運行,讓民眾直接感受垃圾車加裝污染防制設備後對於空氣污染之實際改善 (六)本階段濾煙器示範運行結果 本計畫針對安裝濾煙器之20輛車進行示範運行作業,以確實瞭解現行濾煙器安裝於垃圾車後之設備運作狀況,以供機關進行後續柴油車裝置濾煙器推廣之評估參考。 自2016年2月1日完成濾煙器安裝驗收作業起即進行正式之示範運行作業,迄本報告統計日(2017.10.31)止共運行21個月,20台安裝濾煙器車輛之示範運行詳細操作狀況分別說明於4.5.1小節中;整體示範運行作業說明如下。 至2017.10.31止,示範運行作業最常出現的問題為各種原因導致之再生異常,多數狀況經本計畫派駐工程師調修後即排除,然其中部分問題出現頻率較高者,計畫均反映給濾煙器製造原廠,洽商改善方案。其中點火針(棒)因垃圾車行駛震動造成固定處鬆動或角度改變而造成無法點火再生,目前原廠已更改固定方式,後續將持續觀察,若仍有問題,則考慮更換另一廠牌之供應商;噴油嘴部分使用一段時間後即會因阻塞而無法正常供油再生,期間已更換美國及丹麥進口之廠牌,但目前仍無法完全解決,原廠正設法處理中,並與財團法人車輛研究測試中心合作,以期早日解決此一問題,目前僅能持續監控狀況,如有故障即更換新品;感溫棒(線)部分因洗車時水份及濕氣造成傳導故障,目前加裝防水罩後已有改善,後續將持續追蹤;而設備鬆動之車輛(如油箱架),發現後皆馬上補強穩定,對車輛及運行並未產生太大之影響;後續期望在與原廠緊密的合作下,系統可望漸趨穩定,達到示範運行的最佳目標。 (七)本階段濾煙器效益評估 1.探討安裝濾煙器之整體馬力比差異程度。20輛車8次(共160輛次)安裝濾煙器後檢測結果中,有16輛次馬力比無差異(占10.0%)、21輛次馬力比差1%(占13.1%)、26輛次馬力比差2%(占16.3%)、16輛次馬力比差3%(占10.0%)、20輛次馬力比差4%(占12.5%)、12輛次馬力比差5%(占7.5%)、17輛次馬力比差6%(占10.6%)、11輛次馬力比差7%(占6.9%)、9輛次馬力比差8%(占5.6%)、馬力比差9%及10%的各6輛次(各占3.8%)。 2.20輛濾煙器車輛之安裝後黑煙去除率平均為98%。安裝前不透光率之最大值為5.3 m-1、最小值為0.1 m-1、平均值為0.9 m-1;20輛車安裝濾煙器後立即檢測(第1次)不透光率均為0;第2次檢測有4輛車不透光率測值為0.1 m-1,其餘16輛均為0;第3次定期檢測有1輛車不透光率測值為0.2 m-1,有5輛車不透光率測值為0.1 m-1,其餘14輛均為0;第4次定期檢測有1輛車不透光率測值為0.3 m-1,2輛車不透光率測值為0.2 m-1,有2輛車不透光率測值為0.1 m-1,其餘15輛均為0;第5次定期檢測有1輛車不透光率測值為0.2 m-1,有3輛車不透光率測值為0.1 m-1,其餘16輛均為0;第6次定期檢測有1輛車不透光率測值為0.2 m-1,有1輛車不透光率測值為0.1 m-1,其餘18輛均為0;第7次定期檢測有1輛車不透光率測值為0.2 m-1,有3輛車不透光率測值為0.1 m-1,其餘16輛均為0;第8次定期檢測有1輛車不透光率測值為0.4 m-1,有3輛車不透光率測值為0.1 m-1,其餘16輛均為0。 3.本計畫20輛安裝濾煙器之車輛,安裝後黑煙去除率平均為98%,其中有10輛車安裝後8次不透光率測值平均(統計至小數點以下2位)不為0.00 m-1,分別為0.04、0.01、0.11、0.01、0.05、0.04、0.01、0.09、0.04及0.10(m-1),由於其安裝前不透光率測值分別為0.6、1.8、5.3、0.8、0.7、0.7、0.5、1.2、1.6及1.2(m-1),因此其去除率分別為94%、99%、98%、100%、93%、95%、100%、93%、98%及92%,其餘10輛去除率均為100%。 4.本計畫安裝20輛垃圾車,平均年車行里程數為8,346 Km,可削減PM10 116.1(kg/年)、PM2.5削減量為99.8(kg/年)。
