104年推廣環境奈米科技知識平台及知識整合計畫

中文摘要 本計畫的目標主要為維護及管理環保署環境奈米科技知識平台(Taiwan Nanotechnology EHS Database, http://ehs.epa.gov.tw/),依國內外的奈米EHS的研究成果充實其內容,及更新環境奈米的知識文件等工作。2011年4月開站至2015年11月的總流覽人數已增加至192,852,2015年1月至11月的瀏覽人數為58,080(更新日期:104年11月26日)。知識平台網頁的國內研究報告及出版文獻篇數為:中文版網站收錄研究報告全文197篇(104年新增15篇)、出版文獻連結880篇(104年新增139篇),及英文版網站收錄研究報告摘要163篇(104年新增6篇)、SCI論文連結663篇(104年新增101篇),其中知識平台收錄的SCI論文的委辦機關以科技部為主,研究領域則是以處理或應用的研究論文居多。平台收錄的文獻與資料可作為本國未來發展奈米技術EHS相關研究的參考。 本計畫已完成「奈米科技的法規與政策」、「奈米物質對環境及健康的影響」與「奈米作業場所的奈米物質暴露評估」三項主題的奈米知識文件的蒐集、整理及更新,以了解國內外奈米EHS的研究最新進展。除此之外,本計畫回顧二篇有關奈米科技EHS議題的ISO標準(ISO/TS 16550:2014及ISO/TR 16197:2014)以及OECD WPMN的一篇最新報告(ENV/JM/MONO(2014)34),配合過去四年已回顧的標準和報告,可了解ISO和OECD有關奈米EHS相關議題的發展趨勢。 本計畫已發行四期知識平台的電子報並上傳至知識平台,每期電子報皆以e-mail方式通知訂閱者(563人)及相關人士(5069人),內容包含nano-EHS的最新消息與知識、近期活動及下期預告等。為了加強奈米技術的風險認知及溝通,本計畫已於2015年6月15日在台大集思會議中心舉辦「104年環境奈米科技論壇」,邀請環保署、勞安所、衛福部及學界等專家學者舉行專家座談,討論國內最新的nano-EHS的政策、法規、標準及研究進展,並將環保署近期的研究成果以論文發表介紹給國內相關人士。論壇共吸引了產、官、學、研各界189人報名,實際出席參與論壇為162人(政府單位45人、業界63人、財團法人4人、學術單位45人、環保團體3人、個人3人),業界參與人數為歷年來最多,主要原因是為了配合我國化學物質登錄登錄制度的實施,本年度大量發送邀請參加論壇的公文(200餘件以上)至國內產業工會與各大企業,充分達到了nano-EHS知識傳播及風險溝通的目的。 為了加強與國內互動及介紹台灣奈米EHS研究現況,本計畫已訪問清華大學化學工程系馬振基教授、以及成功大學環境醫學研究所蔡朋枝教授,分享奈米技術在環境與能源應用、與奈米物質在安全衛生管理相關議題的最新發展,訪問稿以中、英文方式呈現。本年度主持人代表我國參加與南非職業衛生研究所舉辦的國際奈米技術與職業與環境衛生研討會(7th NanOEH, International Symposium on Nanotechnology, Occupational and Environmental Health, 2015/10/18-22)同時舉行的亞洲奈米安全論壇(Asia Nano Safe Network, ANF),此論壇由澳洲RMIT大學的Paul Wright教授主持,日本、韓國、澳洲及我國均發表了自已國家的奈米安全研究進展,主持人藉此機會將國內環保署、衛福部、勞動部、國衛院、標準局及工研院等的跨部會奈米EHS成果作了介紹,與會的各國學者及官員均對我國在奈米EHS議題的努力表示贊同。

The Promotion of Taiwan Nanotechnology EHS Database and the integration of knowledge

英文摘要 The goal of this project is to maintain the website of "Taiwan nanotechnology EHS database"(http://ehs.epa.gov.tw/) and provide data and information by integrating the international and domestic research achievements on nano-EHS related issues. The number of visiting to the website is increased to 192,852 (the latest updated date: Nov 26, 2015). The website, which demonstrates the achievements of nano-EHS related research projects in Taiwan and promotes the international interaction and collaboration, has received good feedbacks and comments from international community. Up to now, 197 full articles for research reports (increased 15 articles this year) and 880 research papers in abstract (increased 139 papers) have been uploaded in the Chinese website. In addition, 163 abstracts for research reports (increased 6 articles) and 663 SCI papers (increased 101 papers) with the links to the publishers’ websites have been uploaded in the English website, which demonstrates fruitful results in the nanotechnology EHS area in Taiwan. The main sponsor of SCI papers in the database is the Ministry of Science and Technology, while the main research area if these papers is treatment. The analysis of the comparison of database between Taiwan nanotechnology EHS database and ICON can be used a basis to develop nano-EHS related studies in Taiwan. To understand the research directions in domestic and international nano-EHS issues, recent advances on nano-EHS related issues in three topical areas were reviwed, including the regulations and policies of nanotechnology, the impacts of nanomaterials on environment and health, and the exposure assessment of nanomaterial in working place. Two ISO standards (ISO/TS 16550:2014 and ISO/TR 16197:2014) and one report of OECD (ENV/JM/MONO(2014)34) were also reviewed. By incorporating with the reviewed standards and guidelines in the past four-year projects, the international trend of the development of nano-EHS related issues can be followed and understood. Four issues of e-papers were issued. Members can receive the latest nano-EHS news, nano-EHS knowledge, recent activities and the announcement of the next issue through e-mails, retrieve and read the fulltexts and track the historical files at the exclusive e-paper zone in the website. The numbers of members and visitors continue to increase this year. So far, the number of subscription of e-paper is 563. To strengthen the risk perception and the communication of nanotechnology, the "2015 Environmental Nanotechnology Forum" was held on June 15, 2015 at GIS NTU conference center, Taipei. The experts from the Institute of Labor, Occupational Safety And Health, Environmental Protection Bureau, Department of Health, Industrial Technology Research Institute and universities representing industry, government, academia and research sectors were invited hold the round table forum to discuss the domestic progress on nano-EHS policy, regulation, standards, guidelines and research achievements. The Taiwan EPA's research achievements in the past year were also presented to different domestic stakeholders through paper presentations and discussion. From industry, government, academia and research institutions, there were 189 people registered and 162 people (45 government agencies, 63 industry, 4 foundation, 45 academic unit, 3 environmental groups, 3 individual) actually attended the forum for fruitful knowledge dissemilation and risk communication on nano-EHS issues. Finally, to promote the international interactions and introduce the domestic nano-EHS research achievements, two experts in the nano-EHS field were interviewed, including Professor Chen-Chi Ma from the department of chemical engineering of the National Tsing Hua University and Perng-Jy Tsai from the department of environmental and occupational health medical college of the National Cheng Kung University. The interview reports were prepared in both Chinese and English. This year, the PI represented our country to attend the Asia Nano Safe Forum (ANF) held simultaneously at 7th NanOEH, International Symposium on Nanotechnology, Occupational and Environmental Health, 2015/10/18-22. The forum was chaired by Prof. Paul Wright of RMIT University in Australia, represetnatives of Japan, Korea and our country also joined the forum to share the latest development of nanosafety research of their own country. The PI introduced the inter-agency nano-EHS research achievements in Taiwan EPA, MOHW, MOL, NHRI, BSMI and ITRI. The scholars and officials attending the forum were all impressed by our nation's achievements in nano-EHS research.
